Program Manager - Testing
JOB DESCRIPTION:
Testing Lead related to Healthcare Reform/Insurance Exchanges work. Lead test strategy, planning, and coordination efforts across the Benefits workstream. Lead effort across individual system release testing, combined multi-system testing, data workflow validation, and member experience validation. Work with various business owners, system owners, and regional stakeholders to develop detailed test plans, test scripts, readiness reports, and status reporting.
Develop and manage project plans, track milestones and deliverables for assigned area, manage issues and risks
REQUIRED SKILLS AND MINIMUM YEARS OF EXPERIENCE YOU ARE LOOKING FOR:
Strong Project Management background with an emphasis on planning, coordinating and executing testing activities in previous roles, consulting background with one of the big 5 ideal, must have strong communication, collaboration, ability to influence, ability to serve as bridge bringing many workstreams together, must be self starter, high level of emotional intelligence, self directed, strong team player, able to get up to speed quickly, highly flexible, able to work in compressed timelines. Minimum 5 years project management experience. Familiarity with Healthcare Reform is a plus
EXPERIENCE LEVEL:
BA or BS required, MBA preferred;
PMP certification required;
Minimum of 5+ years of direct relevant experience.
CURRENT PHASE/OVERALL SCOPE/PURPOSE OF THE PROJECT:
Part of the Healthcare Reform program - specifically building new health plan capabilities to administer plans sold on the state Health Insurance Exchanges. Currently beginning design work on business process and system changes.

Strong project management related to testing activities, collaboration, consultation/communication
TOP 5 DAILY RESPONSIBILITIES:
Test Strategy/Plan development (both individually and in coordination with broader program), Collect/coordinate/report status, represent project in various forums, identify and address issues and risks, collaborate with stakeholders and workstreams, monitor and track deliverables

General Duties:
Manages a complex group of portfolio projects and acts as a change agent. Maintains a strategic focus, and manages complex inter-project relationships. Ability to lead and provide an environment with project managers and project leads that drives to superior results despite challenges. Manages a project utilizing proprietary process for Project Management. Manages supply and demand to ensure adequate resources are available and delivery commitments are met. Acts as the primary interface for the business partners and the initiative. Manages timelines, status reports and statistics. Ability to lead a cross-functional team while motivating team members to their highest potential. Requires excellent oral and written communication skills as well as business presentation skills. Excellent analytical skills. Interfaces effectively with all levels and across organizational lines. Effectively utilizes external vendors and internal resources. Demonstrated success at building team relationships and partnerships.
