Technical Lead

The Health Plan - Information Management Systems Data Warehousing organization (HP-IMS) is a blend of developers, data management analysts, and solution consultants. The Solution Consultant is responsible and accountable for the delivery of projects and production applications for the Claims and Membership Functional Domain areas, to include systems requiring data from the CDW; Xcelys and Legacy claims and Membership systems. Solution Consultant has day-to-day contact with project management teams, HP Sub-Portfolio Directors, and business partners to plan and deliver application investment projects, and to monitor and improve production system performance.

Primary Responsibilities
Perform data analysis in source systems and define data mapping requirements in order to create data extracts and data marts.
Create Logical Solution and Physical Solution Design Documents
Create test scripts against requirements and know how to assist with data analysis and validation.
Participate in requirements, logical solution design document and test plan reviews. Signs off documents certifying developments ability to delivery products in accordance with requirements.
Document the high-level technical design to enable the integration and implementation of the solution
Identifying, designing and facilitating the delivery of IT based solutions to meet these needs.
Prepare, present, and collaborate on all required deliverables of the technical solutions team.
Facilitate requirements definition in collaboration with business and key partners
Identify and define solution alternatives/strategies along with initial estimates, risks and recommendations.
Effectively document, communicate (oral and written) and explain technical material
Perform root cause analysis, uncover critical business requirements, and facilitate solution delivery
Create and maintain technical documentation for architecture, systems, vendor solutions and strategy
Coordinate with other project managers and Solutions Design & Consulting staff to identify cross-project dependencies

Basic/Minimum Qualifications
Bachelor's degree or 4 years of equivalent work experience.
5 years database and PL/SQL
5 years Requirements Gathering Experience
5 years Technical Documentation Experience
5 years experience working in a Data Warehousing environment, with demonstrated success in design, architecture, and/or implementation of data warehousing solutions.
5 years of experience with associated technology areas that impact area of responsibility is expected: specifically Data Warehousing, Data Integration, Analytics and associated information management disciplines preferably using the Informatica Tool Set.

Preferred Qualifications:
Experience influencing senior management/executives within a functional area or across an organization in the use of technologies process improvements.
Experience gaining buy-in from high level stakeholders to resolve significant architecture and or process issues.
Experience working across complex organizational initiatives involving national and regional stakeholders.
Must have a positive attitude and the ability to collaborate and communicate with all levels of management, internal and external vendors/partners, system integrators, etc.
Strong Leadership, collaboration, and negotiation skills.
Excellent oral and written communications skills.

Type of background you are looking for:
Someone who has been a developer but who has graduated to a Technical/Development Lead and who is now comfortable in the Lead role, communicating with Clients, eliciting and capturing capturing requirements and proposing solution designs. Also need someone who may have been in Database or Data Modeling business. Need someone who is excellent with Data mapping and ability to analyze data in source systems and map them appropriately according to business requirements.
