£280 - £300 PER DAY LTD

FULL TIME 35 HOURS PER WEEK

SOUTHEND ON SEA

TEMPORARY CONTRACT UNTIL JUNE 2014

We are seeking a Team Leader for the Parking Team who has experience of managing on street and off street parking.

ABOUT YOU

You will manage parking enforcement contact, be responsible for the contractor's operational plans to ensure these meet the Council's requirements to maintain public safety and free flow of traffic. You will also be responsible for managing in-house Notice Processing Team, Car parks team and play a role in parking enforcement policy of the Council. You will be responsible for ensuring the service provided is of a consistently high standard and provide a service which is responsive to all customer contacts, and which meets the Council standards for such a service. You will be responsible for the management of Parking Services in accordance with agreed procedures and personal objectives.

ABOUT THE ROLE

- Be responsible for the delivery of a range of services within the team to ensure that all aspects of operational delivery provide a customer-focused, accessible and cost-efficient service
- Support the Group Manager in ensuring that the delivery of services and the application of policy are delivered in a holistic and consistent way
- Manage the programmes of work, project plans and consultants as needed to maximise cost effectiveness, value for money and customer satisfaction
- Ensure that the implementation plans, policies and priorities are driven by the needs and aspirations of the public, by full and effective engagement with local residents, businesses and other users on activities which affect them
- Act as principal point of contact for initial Member enquiries relating to customer care and satisfaction
- Co-ordinate responses to complaint
- Liaise with other staff to ensure that there is parking related input within Section 38 and Section 278 agreements under the Highways Act 1980
- Working with other teams to ensure that enforcement strategies reflect highway works to ensure minimum disruption for the travelling public and on parking management

SKILLS, KNOWLEDGE & EXPERIENCE

- First degree or equivalent in a related subject or related area or at least 5 years' equivalent experience in parking management
- Car owner/driver
- Evidence of continuous professional development
- A good working knowledge of the range of relevant principles, practices, and procedures relating to area(s) such as Parking Policy, plans, LTP, procurement and operational management
- An understanding of local government procedures and relevant Acts of Parliament
- Good practice in the management of financial and human resources, and asset management
- Leadership as a manager in a service organisation with effective operational and people management
- Coaching and mentoring skills
- Be a role model and manage the staff to embrace the culture and values of the Council
