Stakeholder Communications Officer

Annual Salary -£45,000 - £55,000

Full Time - 37 Hours Per Week

12 Month Fixed Term Contract

Based in Chelmsford

The PUBLIC SERVICE REFORM portfolio is aimed at improving radically the way the Essex resources, commissions and deliver services in the future; working with public sector partners to deliver services that improve the lives of Essex residents whilst also cutting waste and duplication. The PSR Programme is the focal point for the co-ordination this piece of work with the Council and its Partners, building on the successful Whole Place Community Budget pilot.

The postholder will play a key role in the delivery of effective communications to internal and external stakeholders.

This role is to coordinate and drive implementation of all communications and engagement activity on behalf of the Public Service Reform Unit (PSRU) including event management. The role involves liaising with senior internal and external stakeholders. The ideal candidate will have extensive experience in Communications and Stakeholder Management involving various public, private and voluntary service organisations.

KEY RESPONSIBILITIES will include but not limited to:

- Support the Head of PSR to ensure the effective development and delivery of an integrated stakeholder communications and engagement plan for PSR in Essex.
- Ensure clarity of required outcomes against the agreed plan and consistent and effective delivery and measurement of those outcomes
- Ensure stakeholder engagement across PSR and partners by delivering clear, consistent and effective communication messages and engagement activity over a sustained period of time using appropriate channels
- Responsible for the on-going review and updating of PSR communication channels/content, including the Essex Partnership website and social media, and stakeholders to ensure effective and timely communications, communications guidance, toolkits and best practice communications.

QUALIFICATION/SKILLS

- Relevant degree or equivalent by experience.
- Evidence of having improved employee and external stakeholder engagement through effective communications.
- Substantial knowledge of and experience in leading complex employee and external stakeholder communication programmes
- Evidence of the ability to develop and sustain effective relationships with a diverse range of internal and external stakeholders
- Evidence of the ability to deliver key communication messages to a range of audiences including partner organisations
- Applies creative thinking, is able to see the big picture and think outside the box to deliver innovative but relevant and practical solutions
- Ability to provide internal and external senior leaders with expert advice on communication issues
- Excellent inter-personal skills with the ability to work independently and as part of a multi-functional team
- Practical understanding of employee communications and stakeholder channels within organisations with dispersed employee groups and partners.
