Senior Project Leader Service for the Implementation of Strategic Reserves for electricity for winter 15-16 1year +extension
Strategic Reserves are a mechanism foreseen in the Belgian Electricity Act of 1999 according to the April 2014 amendment, as a response to the difficulties met by gas-fired power plants in the current electricity market context and the possible consequence on security of supply. For each winter, the constitution of strategic reserves, in case it is decided by the Minister, involves a tendering procedure organised by the client and in which all power plants planned for closure or mothballing must participate. The selected power plants are kept out of the market and can be activated by the client during the winter period when necessary. Voluntary load-shedding offers by consumers are accepted and compete with production for the strategic reserves.

Job description:
Contracting of the prescribed volumes of strategic reserves for winter 15-16 as will be decided by the Minister at the latest in January 2015, based amongst others on analyses by the client (the latter is part of the project).
You are in charge for design and implement all the required evolutions to the SR concepts and products, rules and contracts, processes and tools. The latter evolutions stem from either consolidation/stabilisation of the mechanisms developed for winter 14-15, from external requests (federal government, CREG, stakeholders).
In particular, acceleration of the development of demand-side participation to strategic reserves.
The Project Leader agent ensures that the above objectives are fulfilled within the defined timings and budgets and with the appropriate robustness and quality.
You coordinate a project team of ~15 key contributors (~ 50 contributors in total) from ~10 departments or subcontractors, making sure that roles and responsibilities on the various activities and deliverables are clear, logical and efficiently distributed; lead internal project meetings.
You are maintaining, follow-up, report on and ensure respect of budget and planning; NB: key milestones are defined by law.
You set-up appropriate project risk management.
You report to Project Sponsor and to Steering Committee on project status, issues, risks, resources, planning and budget; make sure that decisions are being taken at the right level; prepare and facilitate Steering Committee meetings.
You coordinate external contacts with federal government, regulators, and stakeholders (regional governments and regulators, distribution grid operators, producers, industrial consumers, aggregators, federations); prepare meetings of Task Force ISR (Client's consultation body).
You produce key project documents
