POSITION TITLE: Senior Program Consultant

PURPOSE:
Responsible for internal support to the PMO in the definition, coordination, and implementation of critical strategic and business initiatives at the program level to the region. 

Exposure to Health Care reform is a definite plus.

This position consistently supports compliance and the Principles of Responsibility by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity, reporting non-compliance, and adhering to the applicable federal, state and local laws and regulations, accreditation and licenser requirements (if applicable), and the clients policies and procedures. In addition, Regional leaders are accountable for communication, implementation, enforcement, monitoring and oversight of compliance policies and practices in their departments.

In addition to defined technical requirements, accountable for consistently demonstrating service behaviors and principles defined by the client's Service Quality Credo, the client's Mission as well as specific departmental/organizational initiatives. Also accountable for consistently demonstrating the knowledge, skills, abilities, and behaviors necessary to provide superior and culturally sensitive service to each other, to our members, and to purchasers, contracted providers and vendors.

Accountabilities:
Executes with a strong strategic planning capability to ensure that the region achieves its objectives. Manages mid to large scale initiatives, which are large in scope and include cross-functional participation, will be required to achieve and maintain a market leading presence.
Plays key role in the success of program initiatives by developing and implementing the mid to large scale change methodologies, steering the work of multi-project teams working in a complex environment. In addition, explores and identifies opportunities for improvements and assists in building internal capacity for effective project management.
Demonstrated business process skills and knowledge of workflow analysis and redesign
Leads and manages multiple projects and associated project teams (that are cross-functional and multi-disciplinary). Provides consulting support to, and acts as, a thought partner with other project managers and organizational leaders as required.
Develops project success metrics. Tracks costs, performs financial analysis, and business cases preparation. Assists with Dashboard development. 
Continuously monitors progress and takes corrective actions that ensure successful achievement of project goals
Recognizes, and works effectively, in complex, political, and ambiguous situations. Uses organization and personal influence strategies to encourage desired behavior among those involved to reach goals of project.
Maintains cohesion, focus, and productivity among diverse project team members. Helps team members think outside the box. Develops esprit de corps among members
Develops effective communication strategies. Updates the entire organization, especially those affected by any changes. Keeps project owners and sponsors informed of progress, challenges, and barriers.
Develops team members and other employees throughout the organization on business process redesign, project management, and problem solving skills. Identifies skill gaps and develops appropriate training plans to fill these gaps.
Conducts organizational assessment to identify opportunities for future improvements in ability to serve customers
Develops collaborative relationships with key business owners and with other consulting resources in the region.
Performs other duties as assigned.

Minimum Requirements - Relevant Years of Experience:
Seven years of progressive experience in a significant leadership position or in a management-consulting environment required.
Experience with large-scale redesign initiatives in a healthcare environment required.
Ability to translate large amounts of data into succinctly structured analyses and reports that will result in rational, informed decisions regarding improvements in the quality of program management.
Demonstrated ability to meet established reporting deadlines in the dissemination of time sensitive data to the organization
Clearly demonstrates expertise in the independent design, development, and management of informational reports through the use of but not limited to Health Plan systems
Proven track record of developing and implementing major projects on time and within budget required.
Skill and experience in performance improvement, and large scale redesign methodologies required.
Experience in working effectively with labor constituents in effort to support the Labor/Management Partnership, and the needs of our workforce required.
Outstanding communication and interpersonal skills required.
Demonstrated leadership skills required.
Knowledge of health plan insurance processes required.
Knowledge of health care operations required.
Knowledge of healthcare information management strategies required.

Minimum Requirements - Education/Certifications:
Bachelor's Degree in business, management science, industrial engineering; healthcare administration or equivalent years of experience required.
PMP required with 5-7 years of management experience.
