JOB TITLE: Senior Procurement Manager

LOCATION: Northampton

SALARY: Negotiable (£350 to £450 per day as a guide)

JOB REF: PH7588

This role is for a period of up to 18 months (potentially longer) and not necessarily a 5 day working week (flexibility will be required)

PURPOSE OF JOB

Responsible for leading the procurement for the design and build of a new headquarter office complex in Northampton and potentially supporting on a range of other major capital construction projects

To ensure the procurement approach to major procurements results in achievement of best value solutions and the identification and mitigation of commercial and financial risk

To define, develop and deliver successful procurement contracts including acting as a lead procurement contact for the project

JOB REQUIREMENTS

- You will be working as part of a team including legal and other external advisors
- Identify and manage risk associated with the Procurement process(s)
- Managing the procurement process(s) including stage reviews of procurement process to ensure compliance with Procurement Regulations, to meet the project programme
- Identify the need for soft market testing and undertake any soft market testing identified as being required
- Review and recommend form of contract to be used for the appointment(s), including preparation of any contract amendments that may be required. Indentify the need for supplementary contractual documentation e.g. Bonds, Warranties, Novation Agreements, etc and prepare final documents for issue
- Preparation of contract documentation including Contract Notices, Prequalification, Tender Evaluation Documents, Invitation to Tender Documents
- Development of the evaluation score card, evaluation rules, etc.
- Brief members of the evaluation panels on potential pitfalls during evaluation
- Manage the PQQ and Tender Processes
- Attendance at working group reviewing the contract options
- Provide comment on the differing forms of contract, including their relative strengths and weaknesses
- Contribute to report recommending the form of contract to be adopted
- Once form of contract agreed, prepare any contract amendments required
- Deal with any challenges arising from the procurement process
- Prepare and submit tender recommendations for approval
- Prepare and issue Contracts and ensure completion by all parties, including any Bonds, Warranties, Novation Agreements, etc.

Essential Requirements

- Extensive procurement experience - leading large complex projects including extensive knowledge and experience of construction contracts e.g. JCT & NEC
- Knowledge of Building Information Modelling (BIM)
- Professional experience in construction procurement and project management including relevant qualifications e.g. CIPS & Prince II
- Sound knowledge of procuring under EU Procurement Legislation
