Senior Business Analyst

SENIOR BUSINESS ANALYST SAN JOSE, CA 12 MONTH CONTRACT

RESPONSIBILITIES:

- Review and document business processes in public safety and justice agencies.
- Review and document information systems, data exchanges and other technology that support business processes and operations in public safety and justice agencies.
- Assist with the design and implementation of business process changes to streamline operations, save costs, and reduce manual functions.
- Coordinate and facilitate joint application design sessions and other user focus groups.
- Prepare and deliver customer and executive communications.
- Research alternative solutions, prepare cost benefit analysis and recommend an approach to meet technical and business requirements.
- Assist with Request for Proposal development.
- Assist with procurement of solutions.
- Assist with implementation of solutions.
- Assist with migration of Legacy applications.
- Assist with the change management of Legacy application to the newer technical solution.
- Provide guidance and assistance to project team members working on similar tasks.
- Prepare weekly status reports.
- Ensure all project deliverables are completed on-time and within budget.
- Coordinate with other ISD staff and management.
- Coordinate project activities with customers and external stakeholders.

SKILL REQUIREMENTS:

- Request for Proposal development
- Expertise in development and documentation of business and technical requirements for use in Request for Proposals
- Fit/Gap Analysis
- Understanding of public safety, justice, and local government environments
- Knowledge of criminal justice operational business processes
- Understanding of criminal justice data flows
- Knowledge of technology integration strategies
- Ability to work with a diverse group of management and staff
- Expertise in business process analysis and workflow documentation
- Excellent written and verbal communication skills
- Ability to work independently

EXPERIENCE REQUIREMENTS:

- At least ten (10) years experience in business analysis and change management
- At least five (5) years experience in public safety and justice
- Business analysis and business and technical system requirement documentation
- Criminal justice agency workflow documentation and analysis
- Automation of criminal justice business functions
- Data collection, analysis, evaluation and report development
- Business process review and re-engineering
- Data sharing and cross-agency collaboration
- User documentation and training
- Request for Proposal development
- Bachelors Degree required; Masters Degree in Management Information Systems, Public Administration or a related field highly desirable
