We are currently recruiting for a highly experienced SEN Planning and Project Officer to join us on an initial 12 month Fixed Term Contract. The main purpose of the role is to; .To develop/lead in the SEN Strategy Action Plan and associated projects. .To project manage all related activities in relation to the SEN Strategy and the SEN Financial Plan Reporting lines: .The postholder reports to Head of SEN and Inclusion Duties and responsibilities; - To recommend courses of action to be taken in the delivery of the SEN Strategy and Action Plan. Use of judgement in making changes to relevant planning and reporting documents - To lead and undertake specific projects within overall policy guidelines in relation to SEN and Inclusion General requirements; - To co-ordinate on the planning and implementation of projects ensuring the engagement of relevant stakeholders - To lead SEN project groups and oversee sub-groups comprising representatives of all the relevant stakeholders - Ensure that the co-ordination and development of projects is in line with other LA Service and Directorate policies and projects where appropriate - Produce an implementation programme including a communication and consultation strategy for all projects. Monitor progress and ensure as far as possible that milestones are met. - Prepare all reports necessary for the progress of the strategy. - Co-ordinate reviews of specialist provision for SEN and development of associated LDD strategies. - Assist in producing a financial strategy for the SEN Action Plan and associated projects and monitor and report progress. - Lead on the production, co-ordination, delivery and review of the SEN Action Plan. - Consult with relevant parties (both formal and informal) and to report progress to relevant stakeholders. - Contribute to the work of the SEN Management Team as requested by the Head of SEN and Inclusion People management: - To undertake performance management in line with Serco Education North East Lincolnshire procedures. - To provide leadership to any staff working within a project and to contribute evidence to their performance management targets. Financial management: - At all times operate with appropriate financial discipline. - Demonstrate creative flair and initiative ensuring that the reputation and financial interests of Serco Education North East Lincolnshire and the Serco Group are met. Key objectives - Key objectives will be mutually agreed with the immediate line manager during the annual performance management process. The post-holder will be judged at the next performance management meeting on how well these objectives have been met. Education, training and qualifications; - A First Degree or equivalent- Leading and managing significant change in relation to delivery of SEN services - Proven SEN Management experience at a strategic level - Operating and delivering services within a regulatory framework - Resource management within a local authority or similar organisation - Experience of working in education - Multi-disciplinary working Strategic and Operational; - Use of management information systems - Knowledge of: .Process and procedures relating to Children`s Service; .Government legislation and policy related to education and, specifically SEN and school re-organisation; .Local Government managerial and decision-making processes Skills, attitudes and behaviours; - An entrepreneurial style - Commercial awareness - A personal and professional commitment to equal opportunities, diversity and promoting good race relations - High levels of integrity, honesty and credibility which will inspire confidence and trust from both internal and external stakeholders - Excellent written, verbal and presentation skills - Prioritising and objective setting - Leadership skills - Ability and track record in making decisions under pressure - Communicating effectively with a diverse range of people and organisations - Ability to prioritise and work to tight deadlines - Financial management, analysis and planning - Commitment to developing evidence-based policy and practice - Able to search for and implement new and innovative solutions - Commitment to working in partnership with colleagues and all stakeholders - Commitment to equal opportunities
