Projektbeschreibung

PURPOSE:

The Risk Measurement Team is responsible for the ownership and development of the Bank's Impairment and Risk Weighted Asset (RWA) Control Standards and also the deployment, governance and ownership of Impairment, RWA and Expected Loss determination for both the Corporate and Retail portfolios (Core and Non-Core).

The Risk Measurement Manager is required to lead specific areas of Risk Measurement, such as Impairment or RWA determination, providing guidance and support to junior members of the team as required.

The Risk Measurement Manager may also be required to support other areas of responsibility within the team, such as the external disclosure of the Impairment and RWA figures via the annual results/Pillar 3 disclosures, and the ownership and development of the Bank's Impairment and RWA Control Standards.

KEY ACCOUNTABILITIES:

- Develop and maintain the Bank's Control Standards for Impairment and RWA, in line with Risk Framework accountabilities, ensuring they remain reflective of current regulatory requirements.
- Undertake annual reviews of Impairment and RWA Control Standards and ensure effective communications to key stakeholders and relevant committees of the Bank's responsibilities.
- Execution of the Control Standards via analysis and investigation utilising Risk Measurement resource, highlighting gaps against policies in the determination of Impairment and RWAs and driving forward proposals for enhancement across 1st and 2nd line.
- Ensure Corporate and Retail Impairment, both Collective and Specific, are determined in line with the agreed timescales for calculation and within agreed discretionary approvals.
- Ensure Corporate and Retail RWA and Expected Loss (EL) are determined in line with agreed timescales for calculation.
- Implement appropriate and effective governance protocols across the Bank to allow the timely approval of Impairment, RWAs and EL, providing comfort to stakeholders and the CRO of their accuracy.
- Be accountable for the accurate disclosure of Impairment and RWAs to key stakeholders, internally and externally, via the delivery of statutory reporting through the elements of the annual accounts and Pillar 3 Disclosures within the Risk Infrastructure remit and through appropriate communications to Exec/Board.
- Maintain appropriate engagement with Internal and External Audit and execute Risk Measurement audit actions within agreed timescales.
- Build and maintain relationships with key teams across Risk Measurement (Risk Models, Risk Data, Risk MI and Risk Systems).
- Build and maintain 1st and 2nd key stakeholder relationships (eg BaCB and CoAM, Corporate Credit Underwriting).
- Liaise with the Risk Models team and other appropriate stakeholders to ensure compliance with the CRR articles that fall within the Risk Measurement remit and the communication of this compliance to the relevant forums/parties.
- Provide insight and expertise in any Risk Directorate or Bank-wide strategic projects as required, and represent Risk Measurement at appropriate forums and committees. Engage with PRA and external audit as required.
- Be accountable for team knowledge of all relevant internal processes, systems and compliance and external regulatory and industry guidelines and requirements (eg PRA, CRR, IAS39, IFRS9 etc.) and be able to provide appropriate forward looking impact assessments of change.
- Embed performance management using the Bank's Guiding Values and drive training and development initiatives within the team.

KNOWLEDGE, SKILLS AND EXPERIENCE REQUIRED:

ESSENTIAL

- Educated to Degree Level, ideally in a numerate or analytical discipline, or with relevant professional qualifications.
- Proven track record in external/internal stakeholder management and influencing at this level across a complex Matrix structure.
- Thorough understanding of the methodologies in place to determine Impairment, RWA and EL across both Retail and Corporate portfolios and the regulatory guidelines underpinning these (CRR, IAS39, IFRS9 etc).
- Knowledge of Retail and Corporate portfolios, ideally in a credit risk environment, within the Financial Services Industry.
- Previously worked in a risk management role, with evidence of regular engagement with senior management across various functions.
- Strong awareness of the external market and relevant regulatory issues and constraints.
- Proven track record in developing creative solutions to complex business issues and delivery within defined timeframes.
- Experience of the ability to engage in technical issues translating these into business solutions.
- Proven ability and experience of building strong networks both internally and across the industry.
- Experience of dealing with Regulators would be beneficial.
