Renewables Project Officer (Biomass)

We are currently looking for a renewables project officer to procure and project lead the construction, installation and initial management of seven retrofit biomass boilers, through an Energy Services Agreement.

Job Responsibilities:
* The ideal candidate will Plan, procure and project lead the installations of biomass boilers and associated works.
* To negotiate and manage the production of the Energy Services Agreement contractual requirements, including servitudes with third parties, legal and service are agreements, where appropriate.
* Liaise with all internal services, Partners and other stakeholders to advise them of timescales and progress, including any presentations required.
* Lead the Tendering process using the procurement framework agreement to secure a competitive and compliant bid.
* Ensure Renewable Heat Incentive pre-application is done as quickly as possible and that projects have gone through the correct procedures and that they are statutory compliant.
* Liaison with internal services, site contacts and the community groups as appropriate.
* Undertake site supervision of works, including authorising payments and dealing with operational issues that arise.
* Ensuring that the project is completed within agreed timescales and on budget, including all necessary budget monitoring.
* Undertake Energy Audits at other sites, looking for renewable and energy savings measures.
* All other tasks as considered appropriate.

Essential
* Project Management of significant construction projects in excess of 500k
* Knowledge of renewable technologies.
* Ability to coordinate and project manage a multi-disciplinary team environment.
* Excellent written and oral communication skills.
* Ability to deliver projects to budget and meet tight timescales.
* Experience working with various contractors in successful projects

Desirable
* Delivery of biomass projects.
* Knowledge of the policy context for renewable technology.
* Preparation of tenders for procurement of services in local government.
* Educated to degree level in an engineering or environmental discipline.
* Experience of Design, Build and Operate contracts and/or PPP contracts.
