Quality Information Governance Lead - £400-450 p/d Ltd - 6 months - Reading - NHS

Clinical Quality & Transformation Lead

You will be responsible for supporting the CSU Quality Service Line Lead in delivering the CSU Quality service for Berkshire West and line managing one member of staff.

You will provide leadership and subject matter expertise in all aspects of the quality agenda to deliver core and new products, services, programmes and projects within, but not exclusively too, the Quality and Transformation Service within the CSU.

You will be expected to Matrix work with colleagues across the CSU, Acute providers and commissioners, working coherently within several delivery teams to meet our customers' needs.

This post will have a base in Reading with frequent travel within Berkshire.

2. Key Working Relationships

The post holder will be required to communicate and provide highly complex information to all CSU service lines and a wide range of external stakeholders. This will include CCGs & Federations, Local Authorities, Healthcare providers, NHS England, patients carers and public.

Functional Responsibilities

Operational
You will have a deep knowledge of all aspects of patient and provider demography, providers' quality, safety and effectiveness through provision of quality information and advice relevant to the Quality portfolio delivered to our CCG customers. You will support the delivery of the quality and safety agenda to ensure that commissioned services are safe and effective. You will monitor quality KPIs for quality, safety and patient experience across the CSU footprint. You will work through this role and with other colleagues in the CSU to ensure quality improvement is central to the transformation agenda.

Ensure that performance monitoring, analysis of complex data and information and follow up on action plans is undertaken to ensure patient safety and quality services are maintained at all times and that patients have good experience of care.

Use all available data to triangulate and analyse all quality data, undertaking robust reviews of performance and activity of our local providers to address identified issues through joint working with the relevant organisations to develop action plans to mitigate any quality or safety risks.

Constructively scrutinise and challenge providers so that the CCGs may fulfil their duties to secure continuous improvement in the quality of commissioned services.
Prepare relevant quality and safety reports to be tabled by the CCG at the internal CCG quality committees and the CCG Governing Bodies.

Ensure effective Matrix working across multiple organisations and stakeholders to ensure quality and safety are maintained in all commissioned services and to support our customers in actively promoting quality improvement and reduction of inequalities across the health economy.

Develop and implement quality and performance frameworks for monitoring the clinical outcomes of all commissioned services providers are contracted to provide.

Lead the development and monitoring of local CQUINs and Quality Schedules
Lead the Bucks Quality Assurance Visit Programme.
Responsible for the servicing of the bimonthly and monthly quality meetings.

Ensure that quality is Embedded into any service redesign and commissioning of care pathways.
Responsible for managing the resources to deliver the agreed CCG customer quality improvement and assurance requirements

Within project teams, responsible for an individual's development on the job and job performance management. Work in conjunction with line managers and other job managers to assess and manage confidential information about an individual's performance and capability development.

Support the analysis required for Contract Challenges and provider performance management.

Undertake bench marking of quality to support Provider Performance management.
Analyse complex clinical quality information and alert the CCG to arising trends and hotspots suggesting viable options for reduction and/or correction.

Acquire working knowledge of the quality data information systems focusing on manipulation of data received and the relationship between these reports.

Support the commissioning team with the provisions of quality information, appropriate analyses and interpretation of quality data in day to day role.

Education/Qualifications:

Educated to degree/masters level
Clinical qualification desirable
Previous senior NHS experience essential
Extensive experience and knowledge of the quality/governance agenda
IT literate and familiar with PowerPoint and Excel.
