Project Manager Fixed Income Compliance IT

In response to the SEC's regulation SEC 15C3-5, will need to ensure compliance limiting trader's access to all electronic platforms labeled as ATS platforms. Limiting access means ensuring pre-execution limits are checked before any trade/order is done. Any ATS platform that trades Fixed Income securities will be in scope for this SOW. In addition, analysis will also need to be done to ensure compliance with the equivalent Canadian regulation (National Instrument 23-103 ). These are mandatory regulatory requirements (and not optional).

Details of Engagement:
Phase I

* A contractor will come in (Time and Materials) to complete the analysis for both regions.
* He will work initially work with Compliance to finalize and document the requirements for the regulation
* He will work with the system owners to identify and document all gaps we have as it pertains to the regulation.
* He will work with the system owners and compliance to identify implementation approaches, pros/cons and finalize and document the recommended implementation approach.
* Work with system owners to estimate and plan implementation for the selected approach and develop/document a testing approach working with compliance and system owners.
* Compliance will review and signoff on the documentation and plans
* Estimated duration: 8 weeks

Phase II

* If we deem it necessary, he can drive/participate in QA during the implementation phase to ensure all work is in compliance.
