Experience In Procurement
The role will manage a project to tender for a new contract for DfT to hire security specialists. It is planned to undertake an OJEU competition to establish a framework with multiple providers able to meet the varied security needs of the DfT family. The role holder will need to confirm the business requirement and contractual operating model, prepare documentation for publication as part of the procurement process, undertake supplier/market engagement, manage project management including scheduling, risk management and stakeholder engagement and liaise procurement colleagues both internally and at the Crown Commercial Service. Experience of project management in a public sector procurement context is essential.
Project management to establish an activity schedule, risk management process, oversight, reporting and approvals process and other tasks necessary to ensure project delivery on time and within budget
Confirming the business requirements and refining these into a specification ready for the OJEU tender process
Developing and finalising the contractual operating model that will shape the contract and procurement process
Agreeing assessment criteria and establishing an evaluation panel to assess the tenders
Undertaking any required supplier or market engagement, including publicity and targeted communications to relevant suppliers and answering queries
Stakeholder engagement across the DfT family, keeping stakeholders in Agencies and other parts of DfT involved, updated on progress and bought in to the project, with relevant communications at all stages
Liaising with procurement colleagues internally and those at the Crown Commercial Service to develop shared schedules, facilitate communication and information sharing and ensure a positive, collaborative working relationship
Developing any required documentation as part of the procurement process, plus drafting policies and guidance relating to use of the contract for DfT staff
Establishing the ongoing contract management requirements and processes including identifying the resources and operational procedures that DfT will need to adopt
Experience of project management in a public sector procurement context is essential.
