Project Manager

An engineering and construction client has an immediate need for a Project Manager in the Houston, TX area with current or prior experience working with Texas Commission on Environmental Quality (TCEQ). This will be a CONTRACT position, with a strong possibility of becoming PERMANENT. Local candidates preferred, but per diem will be considered for qualified candidates.

RESPONSIBILITIES

- Determine a remediation plan for air quality that will also win the approval from TCEQ
- Act as the company representative with the client and selected subcontractors during the program execution
- Negotiate changes to the scope of work with the client and key subcontractors
- Market and secure additional work with client - this is a seller/doer position
- May participate in negotiations with regulatory agencies and in public meetings in support of clients
- Oversee the establishment of the Project Execution Plan, Health and Safety Plan, Quality Assurance / Quality Control Plan, and other documents as required

REQUIREMENTS

- BS Degree in Environmental or Chemical Engineering or related field and 10-12 years related work experience
- PE registration or a graduate degree is a plus
- Must have current (or at least recent) experience with TCEQ
- Knowledge of federal Clean Air Act regulations, including PSD, NSR, Title V, NSPS, MACT and GHG rules
- Knowledge of State air regulations and permitting process in Texas and surrounding states
- Experience with emissions inventories, construction permitting, air pollution control, facility compliance, greenhouse gases, monitoring and dispersion modeling
