PROGRAMMER ANALYST

PROJECT OVERVIEW

- Consultant will perform advanced-level GIS software development work by: collecting user requirements; designing, writing, testing, deploying and documenting custom GIS software applications.
- Consultant must communicate and collaborate effectively with a broad spectrum of groups, including IT, GIS and other staff.
- Consultant may be utilized to provide code review, optimization and refactoring, as well as functionality enhancements to the Safety Division in order to assist with their efforts to internally develop a crash geolocation Add-In for ArcGIS Desktop that will supplement and possibly replace the EGL application.

EXPERIENCE AND SKILLS REQUIRED

- At least five (5) years of professional experience using ArcGIS Desktop (9.x or 10.x) and ArcGIS Server (9.x or 10.x), including the creation of custom Python scripts.
- Professional work experience which emphasized (more than 50% of the time) programming web mapping applications using either the ArcGIS Javascript API, or the ArcGIS Silverlight API, or customizing ArcGIS using the ArcObjects SDK for .NET, or any combination of the three (3).
- Consultant will utilize Visual Basic .Net, Python, and Javascript to create mobile, desktop and web-based GIS applications and tools.
- Superior written and verbal communication skills.
- A focused, pragmatic, and result-oriented work ethic.
- Advanced knowledge of GIS software, database, web, and programming technologies.

SCOPE OF WORK

- Consultant must adhere to software development best practices; maintain code in shared source code repository, display and maintain technical currency with coding techniques and relevant IT and GIS technologies.
- Consultant will apply advanced knowledge of GIS software, database, web, and programming technologies in support of the Department's Enterprise GIS system.
- GIS application development responsibilities will include performing requirements analysis and design, coding, testing, validation, documentation and maintenance of mobile, desktop and web-based GIS applications.
- Consultant may lead or assist in the development and implementation of divisional and enterprise-level GIS processes, workflows and solutions.
- Consultant will regularly interact with, and coordinate activities with personnel from the Department's IT Division, management and departmental staff.

DELIVERABLES

- Fully functional Web Map Applications which accurately reflect the user's needs.
- Clear, concise, and complete documentation of system requirements, system architecture, database design, software technical details, and end-user instructions/help.
- Bi-weekly status reports to include, but not be limited to:
- Overall completion status of the project in terms of the approved project plan and schedule.
- Problems that were encountered and proposed/actual resolution.
- Issues that need to be addressed;
- Accomplishments during the period; and activities to be accomplished during the next reporting period.
