Background

Our central government client has a 6 month requirement for a Procurement Specialist in ICT based in London.

Main Duties/Responsibilities
All candidates will need to demonstrate significant experience of working in senior/leadership roles in the field of large scale, high value, complex contracts in both Private and Public sectors. Experience in the OJEU process with detailed knowledge and experience of working with the public sector procurement regulations, would be advantageous, but not necessarily be a showstopper. Candidates who are able to demonstrate experience in both sectors will have a distinct advantage. Candidates will be required to undertake the following activities. Implementing Software Category sourcing strategies for a specific large scale procurement, addressing lot structure, requirements articulation, commercial principles, risk allocation;. Develop the structure of procurement processes including working with key stakeholders to develop effective suits of procurement documentation including OJEU adverts, evaluation criteria and weightings etc;. Management of the Category Management sourcing process, including providing commercial assurance of the process, managing legal input to each of the procurements and commercial interaction with bidding suppliers;. Delivery of commercially sound and procurement compliant contractual outcomes. Planning significant high-value and complex ICT Software Category Sourcing strategies, involving review of market viability and engagement, including developing effective market engagement mechanisms to enable such interaction whilst remaining within procurement parameters. Highly experienced in all software categories, incorporating package, solutions, development and bespoke, and Software-As-A-Solution (SAAS). Significant experience in negotiating Enterprise agreements either through VARs or directly, or with major software vendors, including Microsoft, Oracle, SAP, IBM and CA.. Experienced in keeping up with technology development and ensuring optimum licensing models for new technology such as Virtualisation. Knowledge of the Applications Development Lifecycle incorporating Development, Maintenance, QA, Testing and UAT. Knowledgeable of disparate Software licensing and pricing models, including Enterprise, cost-per-seat, T&M, fixed-cost and cost-per-transaction. Extensive experience in Best Practice Licensing and License Asset Management processes. Specific experience in Cloud-based sourcing, including Software-as-a-Service. Experienced in sourcing Agile Development services and knowledgeable in Agile Cost estimation processes. Sourcing support for, and assurance of, business requirements - both functional and non-functional - through closely working with ICT and Business stakeholders. Leading on the development of commercial principles for each deal and ensuring their effective incorporation in service agreements.. Commercial support to the project related to the development of management products, business case, briefing notes, stakeholder management.. Negotiation with relevant suppliers at Senior Management level.

Skills/Experience Required
This is a complex and demanding area of work and we are seeking high calibre candidates with the knowledge, proven professional capability, experience and determination to succeed. Candidates will ideally demonstrate procurement and contract management skills. Significant experience in the procurement and commercial management of complex ICT Contracts, specifically Software Development, Systems Integration, Managed Services, Enterprise Software Licensing. Proven ability to translate internal client requirements into specification documentation and commercial and technical contractual terms. Proven experience of effectively managing relationships and leading negotiations on behalf of Category stakeholders at supplier organisations. Proven experience of developing complex procurement and/or commercial documentation. Experience of leading Software Category sourcing activities and the ability to convey your expertise to senior stakeholders through highly developed influencing and negotiating skills. Experience of successfully operating change control against major contracts (preferably in the IT sector). Commercial/contractual background involving the full life cycle of very large scale Software contracts. Proven ability to develop Software Category Management Sourcing strategies, plans, cost modelling and accompanying documentation, and successfully deliver these as part of a team. Sound supplier relationship management skills, including experience in market engagement and market viability testing. Proven ability to articulate orally and in writing on complicated matters in a clear, concise and comprehensive manner. Detailed understanding as to the development and operation of evaluation processes, including the procurement law parameters that apply. Ability to work independently and as part of a team with sound organisational and management skills

Formal Qualifications Required
*Significant experience in similar commercial and/or procurement roles. Educated to degree level.Relevant professional qualifications, eg CIPS, Institute of Commercial Management or other membership of relevant professional body (or demonstrable equivalent practical experience)

The scale and complexity of the requirements demands experienced professionals who can demonstrate extensive experience in the fields of commercial management and procurement. You will need to demonstrate drive and enthusiasm to help us succeed in this demanding environment with the following competencies.A detailed knowledge of the commercial and technical aspects of major (£multi-million) contracts, preferably related to technology agreements in the Public sector.A detailed knowledge of EU and UK procurement regulations and processes, and their application to complex IT contracts.Proven ability to develop Software Category Management Sourcing strategies showing how to manage the total "Cradle-to-grave" sourcing activities incorporating Requirements Definition, Market Analysis, ITT/RFP construction and issue, Evaluation Criteria agreement, Management Steering Groups, Contract Negotiation and Award, Transition, Knowledge Transfer, Monthly Review Meetings, Issue Resolution and ongoing Service and Performance Management.Sound supplier analytical and relationship management skills, including experience in market engagement and market viability testing.Proven ability to brief orally and in writing on complicated matters in a clear, concise and comprehensive manner.Good stakeholder management skills and an ability to manage and prioritise workloads.Detailed understanding as to the development and operation of evaluation processes, including the procurement law parameters that apply.Ability to work independently and as part of a team with sound organisational and management skills.Proven ability to translate internal client requirements into specification documentation and commercial and technical contractual terms
