Procurement Specialist - Public Sector contract - 6 months - Glasgow

To support the development of a Procurement Shared Services Offering including an operational model covering the procurement of goods and services for several public bodies and to support partners in getting ready to receive services from the Shared Service. And develop processes in for those receiving the both fully managed and contracting service.

Specialist Skills- Procurement- 100%

Partner readiness - 35%
*Identifying current non contract spend
*Develop organisation Contracts registers
*Develop organisation wave-plans identifying those projects to be delivered by shared service
*Identify Procurement risks for the organisation and the project delivery.
*Other priorities for the shared service to deliver - ie Work with organisation to best utilise the time provided by the shared service staff
*Review and Develop Procurement strategy/policy, if required
*Review and develop Standard terms and conditions for organisation
*Identify the organisation route for legal advice

Stakeholder engagement - 30%

*Meetings with staff in the FMS organisation to present the shared service, work out operational ways of working and what changes to procurement procedures will be necessary.

Contracting Process- 35%

*Development of the contracting process.
*Developing relationship with others who will be providing resource (the triage process).
*Learning best practice from others to shape the contracting process
*Work with potential users of the contracting service to identify and build a pipeline of requirements
*Analyse the likely opportunities to identify those which may be collaborative in nature
*Look at and put in place systems required to manage the service in business as usual

Essential Skills

*Requires a broad understanding with experience of application across procurement. Understanding and of public sector procurement landscape.
*Competent in leading, project planning and implementing end-to-end EU procurement process for projects
*Sound decision making and capable of making recommendations on best practice for the delivery of effective procurement, contract management processes and ensuring ongoing value for money.
*Supports colleagues and customers to develop procurement policy & strategies
*Ability to listen, understand and develop relationships with the stakeholder environment.
*Ability to plan, control projects and programme management projects from business case development through to benefits realisation. Clear understanding of work objectives and priorities. You will develop and implement innovative strategies.
*Use project management tools and techniques as promoted by the organisation. Good oral and communication skills.
*You must organise and collate robust information from a variety of sources to support decision making in the procurement section. You will use evidence gained to assess measure and evaluate projects, engaging with colleagues at appropriate stages of the project.
