Procurement Manager (Contract and Commercial Management)

PROCUREMENT MANAGER (CONTRACT AND COMMERCIAL MANAGEMENT) - SC CLEARED

I am looking for a procurement specialist to work on contract basis for a Government client based in Gloucestershire.

ROLE ACCOUNTABILITIES

- Provide commercial advice/consultancy.
- Category management working approach.
- Effective relationships building and engagement - suppliers and customer facing
- Ensuring contractual obligations are met specifically around performance and on-going implementation of contract.
- Ongoing negotiations - business needs & maintain value for money.
- Achieve benefits through continues improvement, supplier benefits and realise savings which have been targeted.

Sourcing requirements

- Conduct and manage complex negotiations to ensure business requirements are met while achieving value for money.
- Highly commercial and analytical including working knowledge of a variety of cost models.
- Effective relationships building and engagement - suppliers and customers facing.
- Understanding an experience of regulatory and legal frameworks within which public procurement operates (ideally).
- Delivery focused with a pragmatic, hands-on approach that enables sourcing strategies to be fully executed.

SKILLS REQUIRED

- Sourcing experience and strong track record of managing procurement exercises of different values, complexities for technical goods and services.
- Proven track record of delivering procurement solutions, working to deadlines and meeting targets.
- Negotiation skills with a good knowledge of commercial law.
- Understanding and knowledge of commercial and contractual issues, due diligence, risk management, problem solving.
- Application of supplier intelligence, market place knowledge, and relevant use and examples of best practice.
- Strategy development and implementation.
- Demonstrable achievement of category management benefits
- MCIPS.
