Procurement Manager sought by our Enfield based local authority client for an initial 3 month contract.

Our client seeks an experience Procurement Manager to support an exciting and high profile strategic infrastructure project, which is set to capture waste heat from a number of local sources. It's an ambitious scheme, with a vision to become the first city-scale heat network in London.

The Procurement Manager is required for an initial 3 month contract for a project which will last through to September 2015.

The post holder will report to the Project Delivery Director and Project Manager within a team which is now being staffed to become fully operational and directly responsible for delivering the project.

The purpose of the Procurement Manager role is to manage the Heat Network procurement processes, including but not limited to the following:

- Provide procurement advice on:
- Relevant template forms of contract to be used for procurement
- Variations required to template contract forms
- Content of procurement packages
- Manage, the procurement of the following in line with Council procurement guidelines wh the LVHN procurement strategy and OJEU requirements:
- Early Works Services Contractor
- Term Contractor for the Design, build, operate and maintenance of the Strategic Heat Network
- Framework for the Operation and Maintenance (O&M) of the Satellite Schemes
- Customer Services (Customer Meter
- Practical and up to date knowledge of local authority procurement and category management;
- Letting a wide range of contracts delivering savings;
- Working with the UK Public Contracts Regulations;
- The entire contract cycle from developing options through to tendering, awarding and managing the contracts;
- Formulating and working with spend analysis data and presenting results in a spreadsheet;
- Practical experience of managing supplier relationships and negotiating contract changes;
- The ability to flexibly manage a number of tenders at one time;
- Strong communication and influencing skills;
- Able to act on own initiative, plan personal workloads and manage conflicting priorities and to deliver to deadlines;
- Good level of numeracy and IT. skills, including proficiency in using Microsoft packages;
- Understanding of the contribution that procurement can make to the economy, the environment and the equality agenda;
- Experience of working with E-procurement and e-tendering systems;
- Strong customer service skills;
- Minimum Level 4 Chartered Institute of Purchasing and Supply (CIPS) or diploma, working towards full CIPS membership (Level 6) or advanced diploma.
