I am looking to hire a PROCUREMENT - CATEGORY MANAGER for one of my Public Sector Client. Please read the below job Specification

KEY TASKS AND DELIVERABLE

Operate within the key principals of category management to identify and implement solutions that will drive efficiency and deliver value to the public sector organisations accessing CCS commercial arrangements

Delivery of market analysis/research and industry/customer engagement to deliver robust business cases and source plans to inform and shape new/replacement contracting vehicles within the Construction category portfolio

Delivery of specific initiative targets, including spend, efficiency, supplier performance and departmental compliance.

Management of customer relationships to deliver efficiencies through the CCS category contracting vehicles and specific initiatives identifying key stakeholders at departmental level, establishing communication plans including holding stakeholder forums for key areas of spend.

Delivery and ongoing management of market intelligence relating to the Construction category to inform category initiatives and ongoing management/development of contracting vehicles.

Maintaining relationships and managing performance of suppliers at both strategic and operational levels; managing transactional activity through contract management and frequent supplier reviews.

Management of customer spend, savings and compliance reporting and resolution, escalating to Head of Construction as necessary.

Liaise with stakeholders and customers at a variety of levels to present/promote the CCS Property category's products/procurement strategy via category boards, working groups, customer meetings and exhibitions

(these are desirable requirements but not essential if experienced in a commercial/procurement environment for +3 years)

Degree level or relevant professional qualification or equivalent.

MCIPS qualified.

Project Management training and/or qualification is desirable eg Prince 2.

People Management training and/or qualification.

Working understanding of NEC3 terms and conditions.

EXPERIENCE REQUIRED

These roles will be dedicated to the management of existing frameworks including Furniture, Estates professional services, a live procurement for Laundry and Linen services and the mobilisation of the recently awarded Building Materials and the Personal Protective Equipment frameworks to include stakeholder and supplier engagement and performance management.

Conduct due diligence on the currently paused construction procurements currently managed by UK Shared Business services and manage their transition, award and subsequent mobilisation or delivery of alternative solution..

Lead on the re-let of Modular Buildings (£60m pa) framework ensuring that a thorough category management approach is adopted.

To contribute to specific spend and savings targets for individual sub categories and subsequent initiatives allocated to the particular role.

The post holders will be responsible for acquiring and maintaining specific category specialist knowledge to maximise efficiencies through existing contracting vehicles and to shape, inform and develop future initiatives.

Responsible for the ongoing performance and management of contractual arrangements within the Construction category team, the post holders will support the Head of Construction to implement and embed commercial principles across the team, including delivery of performance improvement plans and vendor rating to manage suppliers and drive value and continuous improvement from contractual arrangements delivered by CCS.
