The role of Project Manager and Business Analyst is to perform project management and business analysis for projects as part of the Department's project portfolio. The incumbent will be responsible for simultaneously managing scope, time, and resources. This role is a hybrid role, and the work is expected to be divided as 50% Project Management and 50% Business Analysis.

The analyst is expected to understand the business capabilities, elicit and document requirements, drive priority setting, assist with implementation, support the business in accepting deliverables and guide their integration into daily use.

Analysis may relate to a wide variety of business domains to meet the needs of the CLIENT for internal and external facing systems.

BACKGROUND

Reporting to the Head of the Project Management Office, the incumbent performs the overall management of the projects that have been assigned to her/him including planning, managing, tracking, and reporting on the status of those projects.

In line with the methodology prescribed by PMO, he/she will also ensure the implementation of practical business solutions under multiple deadlines, the provision of ongoing communications/reporting, timely completion, with high quality standards, in alignment with support procedures, and within budget. The role will include management of the project team and require close partnership with the outsourced systems provider, business, support and other CLIENT teams.

The incumbent works closely with other PMO colleagues to ensure that projects are functioning well, and that processes and procedures are in place to support the smooth operations. Work may involve independent interaction with staff, consultants, external stakeholders and outsourced systems providers.

3. EXPECTED DELIVERABLES

TO PREPARE A DETAILED ANALYSIS DOCUMENT WITH THE GOAL OF DEVELOPING AN IT SOLUTION FOLLOWING CLIENT ENTERPRISE ARCHITECT RECOMMENDATIONS.

The analysis includes the following processes:

MCA research document and data storage process;

MCA policy survey document and metadata repository process;

Internal and external MCA data dissemination and visualization process;

The deliverables of this analysis should include as a minimum the following deliverables:

Detailed requirements specification document based on the CLIENT template (business, use cases, functional and non-functional requirements, business rules, data model); and mock-ups when and as appropriate

End-to-end process mapping decomposed to several levels (including SIPOC and RACI)

Volumetrics and temporalization information

Discussions and feedback to the solution architect documents

Adjust requirements as per solution architect recommendations

The output of this exercise should help the solution architect to propose the most adequate solution(s) and technology and have enough detail to be used as annexes in the RFP (request for proposal) for developing the IT solution(s).

TASK 1: PERFORM BUSINESS ANALYSIS WORK BY:

Working with the process owner, subject matter experts and others as necessary to determine the as-is and to-be state of specific business requirements. Use a variety of techniques to elicit information.

Incorporate feedback from external groups (when required).

Coordinate walk-through and sign-offs, verifying with user representatives/stakeholders that process models accurately depict the business practices and needs. Baseline and manage requirements over time, if required.

Deliverable 1.1: Validated detailed requirements specification document (based on the CLIENT template) with enough details to be used on a fixed price RFP.

Deliverable 1.2: Requirements tracking sheet to be used for records keeping purposes.

TASK 2: CLOSELY WORK WITH SOLUTION ARCHITECT BY:

Sharing documentation and own understanding of requirements.

Challenging the solution architecture proposed solutions based on metrics gathered and/or other intelligence.

Challenging the business requirements based on solution architecture feedback about complexity.

Reviewing and providing feedback to the solution architecture document.

Adjusting detailed requirements as per solution architect recommendations.

Deliverable 2.2: Revised and validated detailed requirements based on solution architect recommendation

4. ESSENTIAL KNOWLEDGE AND SKILLS

Proven leadership skills and decision making

Proven skills in the areas of Project Management, planning, organizing, resourcing with a careful attention to detail to continuously monitor progress actions and initiatives.

Ability to adapt and manage deliverables and resources in a climate of change and to think and act quickly, sometimes under pressure yet remain effective.

6. EXPERIENCE

. Essential

At least 5 years of recent professional experience in programme/project planning, management and successful delivery of complex cross functional or interdependent projects, some of which should be at the global or international level.

Of which, 3 years of which is successfully implementing IT projects in more than one location/site or projects with a wide end-user base.

Demonstrated professional experience working with senior-level management.

Proven experience in writing business plans, project-related documentation, or technical papers.

.Desirable

Experience in facilitating workshops, presentations to senior stake holders and managing change in a federated (decentralized) organization

Extensive experience in working across multiple time zones without the need for face to face meetings.

Experience with Service Management.

Experience with ONG or other international or multinational organizations.

Experience with professional business services such as consulting.

7. USE OF LANGUAGE SKILLS

Expert knowledge in English (verbal and written).

Basic knowledge in French is desirable but not mandatory.
