Planning, Design & Implementation Director

INTERIM STRATEGY/PLANNING/DESIGN & IMPLEMENTATION DIRECTOR for an extended assignment with a GREENFIELD 2G/3G NETWORK OPERATOR in Afghanistan.

RESPONSABILITIES:

- Will be responsible for directing and leading the planning and rollout (implementation) departments within Operatorl's new 2G/3G operation.
- Strategy: Development of long-term plans (technology and architecture) for evolution of the network
- Planning: Development of short-term plans for radio network, transmission network and core/VAS network rollout, working with equipment vendor (ZTE)
- Design: Detailed design of radio, transmission and core/VAS networks and platforms, working with equipment vendor (ZTE)
- Implementation: Rollout and deployment of radio, transmission and core/VAS networks and platforms, working with equipment vendor (ZTE)
- Recruitment, Training & Development: Ensure that department is staffed with skilled engineers and technicians to accomplish the above.

REQUIREMENTS:

- 5 years strategy or planning management experience within mobile operating companies
- 5 years implementation/rollout management experience within mobile operating companies , including at least 4 years at Strategy or Planning or Implementation Director level
- Excellent command of English (written & spoken)
- Experienced in development of operational processes & procedures
- Experienced in recruitment, training and motivation of professional staff
- Must have significant senior-level management experience in major GSM network rollout and/or major GSM network planning & design.
- Must have significant senior-level management experience in Greenfield network planning, rollout and launch
- Experience of working with ZTE and ZTE eqt an advantage but not mandatory

IDEALLY:

- Senior role within the launch team of at least one new mobile operator
- Experience working in challenging environments in the MENA region

START DATE: End of 2012/Beginning of 2013

TERM: Assignment duration will be 6 months (25 weeks) with the possibility to be extended or to become permanent

LOCATION: Kabul, Afghanistan

PACKAGE:

- 800 USD per day, 6-day work week (approx USD)
- Accommodation

- Per diem of 50$/day for food
