Projektbeschreibung

The role of Performance Management & Projects Officer has been released on a temporary basis initially for two months they are looking for someone to manage the Council's statutory obligation to provide accurate data on waste movements from origin to final treatment/disposal. In particular to ensure regular monitoring and accurate data submission with regards to the Landfill Allowance Trading Scheme, where the council will face fines of £150 per tonne for any biodegradable material that is sent for landfill disposal over the annual allocated allowance.

Main Duties:

* Develop, manage and maintain the Waste Service's data management system, collating waste flows throughout the district on a daily basis. Work with contractors, partners and merchants to ensure the currency, accuracy and integrity of the information input.
* Manage contractors, and partners to ensure that both statistical and financial reporting and claims under existing waste contracts are accurate and within the terms of the contract/arrangement, identifying and rectifying any variances that do occur.
* Ensure the Council's statutory returns are entered into the national WASTEDATAFLOW database ensuring accuracy and integrity of the information. Act as the key contact with Government Bodies and consultants (acting on their behalf) for any queries that arise following the submission of information into WASTEDATAFLOW.
* With the Waste Strategy & Contracts Manager and Financial Manager develop and maintain sophisticated models for forecasting waste flows in order to inform the development of the Council's waste management strategy, and financial decision making.
* Present forecasting reports to Managers as required.
* Compile statistics, financial information and other performance monitoring information as required by Government and the Council.

Qualifications & Experience

* A degree level qualification (Fiscal/Environmental degree) or equivalent
* Experience of financial and budgetary information is essential.
* The ability to accurately manage and interpret numerical information is essential.
* Experience of providing training in information management systems
* Excellent verbal and written communication skills are essential.
* Substantial experience in the use of computers, in particular to be proficient with spreadsheets (so that they can be linked, through the input of formulae, to relevant workbooks), databases and the word processing facilities of Microsoft Office is essential.
* Project Management Experience
* A knowledge of current legislation relevant to waste management is desirable
* Knowledge of environmental and social issues relating to waste services is desirable
