To lead a team in providing a managed payroll service to our National Rail Client and its employees. Provide advice, support and resolve escalated queries relating to payroll processes, policies and systems. Deputise for the payroll manager.

Key Accountabilities

* Open and maintain all necessary communication channels inside and outside the business
* Lead a team of administrators responsible for running in-house and bureau payroll processing activities to achieve key performance objectives and targets.
* Deputise in the absence of the HR Operations Manager (Payroll)
* Working alongside the HR Operations Manager and using professional knowledge, inform on the manner in which employment and financial legislation changes will impact on the payroll function and its terms & conditions in general.
* Manage and operate the payroll cycle, consistently meeting service and corporate KPIs, principally:
* Manage specialist adjustments against corporate and statutory policies.
* Create and apply controls, checks and audit processes to maintain payroll accuracy
* Ensure the year end and in year processes are correctly completed within corporate and statutory requirements and timescales
* Working alongside the HR Operations Manager, operate and control the payroll systems:
* Evaluate payroll system data in conjunction with its statutory and contractual requirements and recommend and establish robust payroll processes and standard operating procedures to ensure continued compliance.
* Evaluate good practice with regard to: contingency planning, application of European and national legal directives.
* Carry out exercises to identify payroll good practice in relation to the use of technology and apply to the business
* Identify and eliminate or reduce areas of concern in the payroll functionality and assess the impact on the payroll service.
* Ensure that continuous examination of the process takes place & be actively involved in continuous improvement projects aligned to payroll and your remit as required.
* Undertake all work activities consistent with:
* Relevant legislation and corporate activities
* Centre of Excellence principles
* Corporate risk assessments
* Management of your own and teams role in relation to health, safety and security.
* Manage, develop and coach team members. Conducts regular 1-2-1 and provides constructive and honest feedback in a timely manner.

Job Skills, Experience and Qualifications

Essential

* GCSE A-C Maths, English (or equivalent)
* InstituteofPayroll Professionals(IPP) diploma (or equivalent)
* Extensive experience of supporting a large managed payroll service
* Experience of using integrated HR and Payroll solutions
* Proven analytical skills
* Proficient in customer relationship management
* Proficient in Microsoft office,(Excel and Word)
* Experience of implementing projects to time, budget and agreed standards
* Up to date knowledge of employment legislation governing payroll policies and processes
* Experience of working to a legislative framework and within agreed timescales

Desirable

* Experience of managing a team and individuals
* Experience of auditing systems and compliance to process
* Experience of administering corporate benefit schemes
* Experience of administering state and occupational pension schemes
