Project Overview
Our client, a nuclear site, are looking for an Operational Safety Support Manager to add to their highly skilled team based on site at Harwell, Oxfordshire. The Operational Safety Support Manager will be working within the SSHE Department, this department is responsible for ensuring that safety, security, health, and environmental performance is managed and measured effectively throughout the site. The Operational Safety Team provides industrial and conventional safety support to site projects and provides a number of central site safety support services. A vacancy has arisen for an Operational Safety Support Manager to provide support to the Operational Safety Manager. The post holder will manage the Operational Safety function which may include the Operating Experience, Feedback and Learn Function and the SSHE Improvement Activities, depending on experience. The Operational Safety Manager is the Line Manager for the Operational Safety Team.

Objective
Essential Accountabilities - Operational Safety * To assist with the management of plant, project and central operational safety services. Supporting the team of safety staff to deliver sound and innovative safety advice to local operational management teams; * To support the Operational Safety Manager on operational safety matters; * To assist with the development and maintenance of a robust safety culture and assisting with the development of standards that reflect legislative requirements and industry best practice; * To support the development and maintenance of the company risk assessment and operational safety management systems and processes, including robust procedures for contractor safety; * To help identify, develop and provide safety related training and toolbox talks; and * To support the Operational Safety Manager during interaction with other nuclear operators, regulatory bodies and the Nuclear Decommissioning Authority on operational safety matters and representing interests accordingly.

Key Skills
Desirable Accountabilities - Operating Experience, Feedback and Learn * To assist with the provision of an effective Operating Experience, Feedback and Learn (OEFL) function with the aim of sharing and using knowledge derived from operational experience in order to reduce accidents, improve processes and more effectively control risks; * To assist with the development and management of the strategic RSRL Safety Improvement Programme (RSIP). Ensuring that the programme contains suitable objectives and targets in order to help RSRL demonstrate measurable SSHE Improvements that bring about tangible SSHE and business benefits; * To assist with the monitoring of SSHE performance and metrics and provision of safety performance reports to the Management and key stakeholders; and * To provide support with the application of the incident management process when dealing with incidents and accidents. Desirable Accountabilities - External Stakeholders * To act as Deputy key Harwell Regulatory Liaison Manager for the Office for Nuclear Regulation through co-ordination of regulator inspections; * communications, processing of licence instruments and ensuring effective management arrangements are in place to meet licence conditions; and Additional Accountabilities - Other Functions * To provide a deputising function to the Operational Safety Manager. Desirable Aptitudes and Experience: * Qualified to degree level, or equivalent, in a relevant science or engineering discipline; * At least 5 years proven practical and relevant safety experience, including experience of working nuclear licence site; * Level 4 IOSH accredited Health and Safety Qualification and registered on a relevant CPD Scheme (or positively working towards accreditation on the scheme); * Excellent time management skills with the ability to prioritise and solve problems quickly and efficiently, together with a willingness to be flexible when necessary. * Effective IT skills with the ability to effectively use standard packages such as MS Word, Excel, Powerpoint, Lotus Notes, SAP, EDMS, Q-Pulse and AURA; * Excellent communication skills both written and oral and an ability to persuade and influence at all levels; * An ability to interact with a wide range of staff at different levels; and * Experience of dealing with regulators and key external stakeholders.

Pay Rate Details
£40 - £50 per hour
