Our local government organisation has commenced a transformation programme to address a forecast major funding shortfall. In October 2013 five programme briefs were agreed that will deliver significant change and help address the funding gap.

One of these programmes - Growth, Assets and Municipal Enterprise (GAME) - will:
*accelerate housing and economic growth
*shape new Street Scene Services functions to deliver key elements of the Municipal Enterprise agenda
*define & prioritise areas for Municipal Enterprise development
*maximise opportunities for commercialisation and income generation.

This post will help deliver the fourth item above.

The role of Interim Business Development Manager will be central to generating new income streams for this local government employer. With a track record of driving business success and swiftly generating income in local government, you will also have an understanding and capability of working in business development in the public and private sector, with a focus on municipal enterprise. You will require an entrepreneurial approach in order to seek and see business opportunities, and then successfully deliver a substantial increase in income.

You will be responsible for:
*delivering an increase in income generation of several million pounds for a local government employer, through current or future commercial activities such as:
odevelopment of commercial waste
oincreasing the use of advertising space at a wide variety of locations and situations
oincreasing the commercial capability of crematoria and cemeteries
*driving increased revenue from existing customers
*developing new products/concepts
*making connections inside and outside the council to help drive income
*identifying a range of partners and the commercial advantages they can bring in provision of services.
*initiating and coordinating action plans to attract new markets
*influencing improvements to processes to ensure a thorough end-to-end commercialisation procedure which involves tighter credit management, slicker transactional activity, reporting/data intelligence, challenge costing and pricing methods to support more commercially focused front-line services
*assisting officers and councillors to identify and develop business opportunities and ensuring profitable management of projects and contracts
*ensuring each commercial opportunity adds value to the Council's vision, values and objectives.

The following skills and experience are essential
*A track-record of creative and entrepreneurial revenue generation within a complex organisation.
*With your excellent communication skills, you will work with key partners - such as consultants, the private sector and the education sector - to quickly grow the income base of the council, and sustain that growth.
*You will have excellent influencing skills, being able to operate at board level in order to change behaviour.
*You will have the ability to lead on the creation and realisation of new initiatives which swiftly generate additional income.
*You will have the ability to work in collaboration with diverse and senior stakeholders.
