Learning and Development Consultant

Outputs

*Conduct a skills and capabilities audit across the organisation and ensuring joining-up with other audits.
*Evaluate the results of the audit design and develop interventions to meet Civil Service Reform Digital capabilities across staff including programme, plan and budget of learning, training & development.
*Lead the design and delivery of the new and bespoke learning & development interventions in partnership with the appropriate parts of the business and in consultation with the organisations HR, Government Digital Services and Other Government Departments.
*Lead a digital workstream 'Building and embedding skills and capabilities'
*In liaison with the organisations L&D lead, develop relationships with external stakeholders and other government departments to inform the L&D agenda, sharing best practice, tools and building a knowledge and learning base.
*Manage the reporting and evaluation of digital service design learning, training & development activity, including budgets
*Champion the organisations Digital Plan

Essential skills & experience required

*Experience of digital service development and organisational change to move to digital services
*Experience of designing and implementing L&D programmes and plans in support of digital services
*Designing and developing 'toolkits', and training materials in support of digital service delivery
*Understanding of public service facing delivery.
*Negotiating with and influencing stakeholders and suppliers
*Understanding of service design and customer insight
*Understanding of the policy development process, contract management and procurement processes.
*Presenting and training, leading events

Desirable skills and experience

*Good understanding of service delivery via a range of channels
