The placement may last up to 9 months but will be reviewed every 3 months to determine whether it is adding value and still required. The Cleaner and Greener Service includes the Council's manual workforce using fleet and equipment to deliver such services as refuse collection and street cleansing. Experience of proving HR services to a similar workforce would be an advantage. The early focus of the work will be on dealing with current relatively high levels of casework. With that done, the focus will move on to improving processes for training, competence and performance management for the workforce and supporting and coaching managers and supervisors in people management.
We need an experienced and qualified HR worker who can hit the ground running and make a real difference in a short time.

FUNCTIONAL RESPONSIBILITIES:

(1) Support the management team of the Cleaner and Greener Service to deal effectively with formal people management processes.

(2) This will include providing advice, guidance & support to managers on all HR issues including grievance, discipline, training, recruitment and selection, employee relations and well-being in accordance with Council policy, legislation, terms and conditions of service. The early focus will be on dealing with the current high levels conduct and capability cases requiring speedy investigation and resolution.

(3) Lead on the development of strengthened performance management and training arrangements to minimise capability and conduct problems arising going forward.

(4) Coach the Cleaner and Greener management team in developing their people management skills.

DUTIES:
2. GENERAL HR
Provision of advice on changes, interpretation and implementation of nationally and locally agreed terms and conditions of service and employment legislation, to both managers and employees.
Assisting in the maintenance of computerised personnel information system.
Advise employees and managers on leave provisions: sickness, maternity, special and annual, including preparation of regular reports to Service Areas.
Advice and support to managers and employees on issues including retirement, redundancy, re-deployment and sickness where required.

3.GENERAL
Attend interviews and meetings as required.
Provide training/briefing sessions/course for managers and employees. Covering for the HR Service Manager in their absence and as required in accordance with the grading of the post. Any other duties as may reasonably be allocated or required from time to time in accordance with the grading of the post.
