My Central Government Transport client is looking for a Head of Strategy
- Assess these existing frameworks against the drivers, objectives and outcomes of the new company (as set out in the Roads Investment Strategy, Strategic Business Plan, Delivery Plan) and A2D ambitions and evaluate whether they achieve a true benefits management cycle approach;
- Where gaps are found, design and develop a new benefits management approach and deploy it.
- 4.Ensure new benefit framework is compliant with and supported by Her Majesty's Treasury, the Department for Transport and the Office of Rail and Road;
- Identify requirements for additional systems and tools needed to operate the new benefits framework and make recommendations as to suitable products.
- Embed knowledge to build internal capability in order to ensure the operation of the new benefits framework is sustainable, with the required level of knowledge transfer made which can be measured and quantified.

Experience Required
- Deep experience of reviewing, developing and implementing benefits frameworks within complex delivery organisations.
- Experience of working with public sector and infrastructure organisations is also required.

Key details we are looking for are:
. Expertise in implementing Strategy and benefits process for large complex organisations with multi stakeholders
. Significant track record of leading on strategy and benefits management activities for major infrastructure programmes.
. Recognised thought leader in strategy and Benefits Management
. Demonstrated track record of managing complex relationships with multiple stakeholders
. Highly organised approach to work, able to balance adherence to process with flexibility to assure a successful outcome
. Skilled at issue and conflict resolution
. A strong commitment to delivery: on time, to standard, within agreed resources
. Confident articulate, with the ability to influence and constructively challenge
. Has operated at 'head of' level on a major complex programme of work
. Excellent Communication skills

Desirable
. Previous experience within transportation/infrastructure or construction environment or similar complexity to a central government Transport organisation.
