Head of Commercial

Two Head of Commercial contracts are available for an extremely busy central Government Department, with one Head of Commercial to be based in London (with some travel around the South East) and the other Head of Commercial to be based in Manchester, Durham or Leeds, with travel to each of these 3 locations.

Suitable Head of Commercial candidates must have previously worked in a Head of Commercial position, be a qualified purchasing professional (MCIPS) and a member of, or studying for membership of, the International Association for Contract and Commercial Management (IACCM) and be working towards membership or have membership of the Chartered institute of Purchasing and Supply (CIPS) or a relevant degree, such as in law or finance, MBA. The Head of Commercial will ideally have experience working in a central government department previously, although this is not vital.

In these Head of Commercial roles the candidates will be advising the Commercial Director and Operational Deputy Director on all commercial aspects of the contract, and will require the knowledge and experience to do the following:
Confirming compliance of the contractor with the contract by reference to assurance activities undertaken by the contract management team
Making recommendations to Deputy Director on payment of invoices and execution of changes
Approval of Purchase Orders and execution of contract changes up to delegated limits
Supporting the Deputy Director in negotiations with the contractor including the resolution of disputes, referring to legal where appropriate
Keeping Deputy Director informed of wider commercial developments and central work streams including central contract changes, ICT/SPG, HR True up, processes for payment, performance management, service credits and PbR Management and development of the commercial contract management team
Provision of training to wider CMT on commercial aspects and application of payment mechanisms Liaison with NPS on operation of side agreements
