FREELANCE APPLICATION AND DATABASSE SERVER SPECIALIST

CONTEXT
The mandate of this unit is to deal with IT governance and communication. This mandate requires working in close collaboration with the other units and with the local IT teams in the departments.
The first set of missions of the unit is the implementation of the IT governance provisions and participating in the new IT governance structure.
•The implementation of the duties of the "Corporate Project Office" (CPO) aiming at analysing the new information system projects of the company and advising on their management through or in close collaboration with the IT Governance bodies;
•The elaboration and monitoring of the IT governance action plan in coherence with other company initiatives in the area of e-government, e-administration and Public Sector Modernisation including the IT strategy. Reporting on progress at corporate level and promotion of best practices; The second set of missions is oriented towards communication.
•Define the department's information and communication strategies - covering briefings, publications, web sites and events - and to coordinate their implementation, monitoring and evaluation as well as provide expertise and assistance in the field of information and communication to other departments.
In the context of its IT Governance mission, the Corporate Project Office is currently implementing an information system. This information system will be the central repository for information systems, services, projects, operations, reusable components and reusable software. It will deliver portfolio management and governance capabilities. For this information system the product "Powersteering" of the company Upland was selected. It will be hosted in the datacenter of the company.
To assist the Corporate Project Office in further defining, implementing and maintaining the information system, DIGIT.01 wishes to obtain the services of a Technology Expert (TE) with special expertise in application and database servers.

DESCRIPTION OF TASKS
The service provider will provide consulting and implementation services and is expected to contribute to the following activities (non-exhaustive list):

(1)Activities related to the implementation
(a) Be involved in the analysis of the business needs of the different stakeholders.
(b) Implement the required functionalities in the tool using the built-in configuration mechanisms.
(c) Deliver complex reporting using the built-in report generator.
(d) Set up of the Powersteering underlining infrastructure and in the deployment of the tool in the Data Center. The tool is running on the Resin application server (on Red Hat) and is using a SQL server database.
(e) Migration of the data from the existing system and from the local portfolio inventory into the new system.
(f) Implement the integration with other applications, using SAML2.
(g) Implement an interface with the Service Catalogue, currently offered via a Drupal platform.
(h) Implement an interface with the corporate repository of business processes.
(i) Implement an interface with the financial and accounting system of the organisation.

(2)Activities related to the operations
(a) Provide training and information sessions to the main stakeholders and elaborate end-user documentation on a corporate wiki-platform.
(b) Provide end-user assistance.
(c) Be the main technical contact point for the remote assistance service offered by Upland.
(d) Be the main contact point for the data center.
(e) Test and deploy new versions of the tool in collaboration with the technical teams of the data center.
(f) Daily management and monitoring .

KNOWLEDGE AND SKILLS
The service provider shall have the following expertise:
•Excellent knowledge of English (spoken, written). Knowledge of French (spoken, written) is recommended, but not mandatory.
•Sound experience in projects that have applied successfully well-established software engineering methodologies.
•Skills and knowledge in IT Governance and portfolio management (core business of this system) is an advantage.
•Rapid self-starting capability and experience in team working.
•Presentation preparation skills.
•Drafting skills.
•Competent communicator and good listener.
•Good planner, able to follow more than one subject at a time.
•Proactive attitude, customer oriented and results.

Additional qualifications
•Engineering or Computer Science university degree or relevant experience.
•Competence in project management and software engineering: RUP or Agile.
•A certification in project management is welcome but not mandatory.
•Knowledge of the company's internal administration and IT is an advantage.
•Knowledge of Microsoft SQL Server Enterprise edition and the RESIN application server is an advantage.
