Finance Manager - 6 Months - Glasgow

We have a fantastic opportunity for an experienced FINANCE MANAGER with experience of working within a PMO environment for an INITIAL 6 MONTHS CONTRACT based in GLASGOW.

You will be required to work as part of the senior team within the existing transformation programme and provide a full range of commercial and financial support to the programme.

EXPERIENCE REQUIRED - - Qualified accountant with a professional qualification from a recognised CCAB body, or equivalent. Equivalent qualifications may also be acceptable.
- Experience of working on a large, complex, high profile programme with an ability to work under pressure and to tight deadlines.
- A proven track record in outline and full business case development.
- Development of financial templates for bidders and the financial aspects of evaluation criteria.
- Extensive experience in financial modelling and analysis and Options Appraisal
- Excellent written and verbal communication skills and track record in managing senior stakeholders and an ability to discuss complex financial matters with non-finance experts.
- Lead on programme business case development (both OBC and FBC).
- Provide specialist support and expertise in tender evaluation, negotiation and final contract agreement.
- As part the procurement evaluation panel, lead on assessing all financial and commercial aspects of submissions from potential supplier, including due diligence on financial standing of bidding organisations.
- Develop preferred payment structure including, but not limited to, payment timing and price.
- Provision of internal financial analysis reports to the Programme Board and senior stakeholders as required.
- Identify opportunities for tactical and strategic cost reduction.
- Work closely with the Head of Finance to deliver financial analysis that models the organisations future costs and income streams, supported by sensitivity analysis and assessment of risk.

DESIRABLE SKILLS - - Experience of government procurement, including open, restricted and competitive dialogue procurement routes.
- Knowledge of government budgeting and accounting.
