I am looking to hire a Finance Manager for one of my public sector client.

Please see the below job specification:

EXPERIENCE REQUIRED:

Key Deliverables Oversight and production of financial predetermined monthly reports Oversight and production of monthly variance reports to main programme board and senior management team Provision of data to ad hoc requests as required Redesign of finance function to ensure processes are maximized for efficiency and effectiveness.

- A high standard of senior stakeholder engagement and relationship management, with excellent verbal and written communication skills.
- The ability to instil and engender trust and cooperation in potential project participants and stakeholders.
- A high standard of interpersonal skills, and the ability to lead a small project team, making efficient use of resource, and be led by the wider Passenger Services Team.
- Capture, utilise and share industry insight and views from a diverse range of stakeholders.
- High level of strategic thinking and ability to plan, giving clear sense of direction and purpose for self and the project.
- Ability to work to agreed timescales, whilst managing own workload.

KEY TASK DELIVERABLES

- Support the Head of the Programme Management Office by developing a solid understanding of the SRO's delivery expectations across the portfolios which have wide ranging, dynamically complex and difficult challenges to overcome in order to deliver the desired outcomes;
- Lead on inter dependencies, risks and issues and developing solutions that present a full analysis that is rooted in the strategic and political context and built using reliable data to per-determined deadlines, Ensuring the Directorate SROs' accountability re-expenditure which is considered novel, contentious, repercussive or likely to result in costs in other parts of the public sector, are actively monitored and supporting necessary approvals via HMT.
- Be a strong communicator who can effectively manage team dynamics when working across boundaries by effortlessly networking to bring together views and perspectives of stakeholders across the Directorates and beyond to reach a consensus.
- Undertake detailed analysis of commercial, contractual and business case investments across the portfolios to ensure affordability, proactively identifying and confronting risks and issues, their causes and providing guidance and leadership to shaping potential solutions to resolve them.
- Solutions need to be backed by sound financial and governance advice and anchored in the strategic context of benefit delivery.
- Lead on tracking and ensuring consistency of financial reporting by defining financial assumptions, developing action plans where necessary that ensures accurate forecasting based on learning the lessons from historic performance, consideration of risks and estimates that build in any necessary financial contingency using central estimates guidance.
