Finance Manager

Spring Technology are looking for a Finance Delivery Manager for our Public Sector client based in York.

This role will require the successful candidate to be a flexible and adaptable team player. Reporting directly to the Grade 7 the individual will be part of the management team of the wider Finance and Procurement Service Delivery team which is based over two sites, York and Alnwick. Working collaboratively with the Finance Change Manager and other SSD colleagues the individual will support the implementation of change and growth, through on boarding of new customers, by providing resource to undertake User Acceptance Testing within Oracle and signing off any affected control documentation.

A financial background is essential as well as knowledge of
Oracle or another Financial package and all Microsoft packages. Public Sector experience is highly desirable.

The individual will be accountable for:
* Service delivery to our 7 customer organizations ensuring achievement of KPIs incorporating:- .
* Management of customer Bank accounts - including provision of Treasury and Cash mgt support
* Completion of Pay runs
* Management of Account receivables incorporating invoice creation
* Delivery of Debt Recovery Services
* Management and control of the customers General Ledgers
* Processing of Fixed asset transactions
* Implementation of all changes to process and system
* Management of Business Process Procedures and process flow charts
* Support the SSD Customer Engagement strategy

Key Activities:
* Leading and developing a multi disciplined Finance team, promoting and supporting development opportunities
* Delivery of a Value for Money Service which encompasses quality and is aligned to the agreed Scope of service
* Ensuring all processes are effective, support financial propriety are delivered to achieve the Customer KPIs
* Support a continuous improvement culture and change deliverables of process, systems and business growth
* Resolving escalated issues and working with the support functions of SSD to ensure corporate goals are achieved including Customer engagement, Business planning and Organisation Design
* Contributing to resolution of escalated and more complex
queries received through Enquiry Centre
* Responsible for the adherence of Key and Internal financial Controls ensuring financial propriety and segregation of duty
* Management of all SSD and customer Audits which impact the finance operation
* React and mobilise staff making appropriate agreed adjustments in response to any emergency outbreaks
