FINANCE LEAD

Overview of role:

*lead the development, implementation and operation of the financial management and reporting processes for the Project
*monitor and manage the performance of the Supplier and the effective operation of the contract in relation to financial matters
*oversee and manage the Authority's interactions with the Supplier in relation to financial matters
*monitor and manage the effective operation of the various funding agreements associated with the Project, including liaison with SG, BDUK, ERDF and Local Authority funders in financial matters
*manage financial budgets (including budgets for management and administration of the Project as well as capital funding budgets) and prepare and present accurate forecasts and status reports, setting out on progress against targets and expected outturns
*manage the financial administration team that will support the Finance Lead in the execution of the financial management and reporting processes and responsibilities for the Project

General governance and reporting requirements:

*report to the Programme Manager and as appropriate, the Programme Director in relation to financial performance, management, governance and control of the Project
*design, prepare and present financial reports (at the required times) for the Programme Manager, Programme Director, Programme Board and Strategic Management Board
*attend relevant management meetings (eg Weekly Project Team Meeting) and report and advise on financial matters associated with the Project at these meetings from the Authority's perspective
*plan, co-ordinate and support any financial reviews and/or audits of the Project that may be required by SG, external funders or any other regulatory body, as directed by the Programme Director
*plan, manage and monitor compliance with applicable guidance and procedures for financial management and accountability on capital projects. Report to, and take instruction from, the Accounting Officer responsible for the Project
*monitor and advise on compliance with the financial related conditions of the State Aid approval for the Project
*Seek guidance and advice on financial matters from BDUK

In relation to Implementation/Network Deployment:

*monitor and manage the financial aspects of network deployment with the objective of promoting extended coverage
*develop with the Supplier the processes and requirements for the application of the financial elements of the contract during network deployment, including Milestone Payment Claims
*plan with the Supplier the financial information to be supplied by the Supplier during network deployment and in particular for each Milestone for each Phase of deployment
*manage and review the provision of financial information by the Supplier in accordance with the agreed plan and contract during network deployment
*advise, monitor and manage (from the Authority's perspective) the Milestone Payment Claims and other financial processes in accordance with the contract during network deployment
*ensure the effective application of the capital expenditure clawback mechanism at the Full Service Commencement Date
*manage the financial aspects of Changes to network deployment plans in accordance with the contract and with the objective of optimising the outcomes (eg coverage) and benefits
*review and approve (as appropriate) updates to the Project Model
*provide other financial approvals as appropriate/required

In relation to the delivery of operational services by the Supplier:

*develop with the Supplier the processes and requirements for the application of the financial elements of the contract post implementation, including for example financial reporting, Project Accounts, Investment Fund, Innovation Fund and clawback
