Dutch Speaking Business Analyst

Proteus Europe is searching for a Dutch Speaking Business Analyst for our client based in Brussels, Belgium

Our Client:-

The Ministry of the Flemish Community (MVG) was from January 1, 1983 to January 1, 2006 the official organization of the Government of Flanders, where the Flemish Government policy is implemented. The ministry was divided into departments were headed by a Secretary-General. The departments knew another subdivision in administrations. The administrations were led by a Director General.

Your New role:-

Key responsibilities

- Analysis and translation of business needs to clear functional (user stories) and non-functional requirements; Clarify these requirements to SCRUM development team(s)
- To form a pro-active Tandem with the product owner (s) by adequately sharing content directions and insights, building up and sharing the stakeholder network, prioritizing the requirements with a view to achieving the long-term goals.
- Transferring the necessary knowledge, experience and good practices to staff of the Information Flanders Agency and partner organizations.
- Collect information gathering and collecting information about the communication and contact information to the citizen. Information and modelling mapping available at different government departments (based on workshops and technical documentation XSD)

Sample tasks

- Organization of the development process in cooperation with product owner(s) and scrum team:
- Transform the requirements to backlog items
- Registration and management of requirements on product backlog
- Substantial/practical preparation and processing of backlog refinement, planning and review measurements
- Validation, cataloging and prioritization of bugs
- Organizing preparatory consultation with the product owner (s) in function of tasks, stories, epics to be performed.
- Supervision of acceptance tests
- Guiding the implementation of the validated IT solution
- Content analysis and translation of custom-made information to the user of the office
- Analysis of web services (xsd knowledge), elaboration of a data model, data flows
- Workshops with different government departments regarding available data

Deliverables

- Priority product backlog
- business and functional analysis documents (including domain model, business rules and data flows)

Your Skills and experience:-

Essential Skills:-

Performing business/functional analyzes from the following perspectives: vision and business rules, stakeholders, processes, information, requirements (business/functional), SWOT, impact business/IT, development preference scenarios. (10.00 years)
Practical methods for planning, organizing and facilitating co-creative workshops with stakeholders and users in an AGILE context: inventory and analysis of needs/requirements, impact mapping, aggregation of information to a senior(10.00 years)
To co-create business/functional analyzes in teamwork in an AGILE/SCRUM environment. (5.00 years)
Knowledge and/or experience with: following (data) modelling techniques: Archimate, BPMN, UML, ... Next UML diagrams: use case, activity, sequence and class. Next tools: EA Sparx, MS Visio, TFS online (AGILE project management). (5.00 years)
Knowledge of web services (xsd knowledge), working out a data model, data flows.
