Director Spectrum and Public Policy, Sub Saharan Africa, 12 month contract, Nairobi/London.

This is a critical role for Director of Spectrum and Public Policy, with overall responsibility for engaging with key stakeholders on a broad range of spectrum related issues in the Sub Saharan Africa region. Reporting to the Head External Affairs, Africa and Middle East, and the Spectrum Market Development Director, the Director Spectrum and Public Policy will work across the Sub Saharan region, with all relevant stakeholders to influence primarily regional spectrum policy, but will also have an interest in the broader public policy agenda as well as areas such as economic regulation, and taxation as they relate to the mobile industry.

This is a dynamic role, requiring the ability to work on highly complex issues in a wide variety of circumstances and environments. Equally comfortable operating on an international and regional level, as well as at a country or sub-regional level, you will anticipate and react to spectrum related policy decisions and both form and lead our strategy in the region.

You will have a good knowledge of telecoms regulation in the region and will have an extensive network in both the government and operator environments. You will provide insight, knowledge and analysis on the Sub Sahara African region feeding into multiple streams. You will be required to communicate with multiple teams frequently.

You will understand and be networked within the regulatory field in a number of Sub Sahara African countries and will have an ability to engage with marketing & PR campaigns, as well as understand complex technology and economic issues.

You will be free to travel regionally frequently and globally on some occasions.

You will be responsible for relationships within the MNO sector and regulatory world and will cultivate positive and close relationships with each by generating positive support and tangible commitment.

You will be a senior Regulatory Director with extensive experience in spectrum or policy related fields.

You will have a deep intellect and be very comfortable influencing and quickly establishing relationships with a wide variety of stakeholders.

Requirements:

- Extensive experience of public policy and regulatory issues in the mobile sector in Africa
- Specific and deep knowledge of spectrum policy, policy processes and practices in multiple African countries
- A strong understanding of the underlying technology, economics and strategies employed by the mobile industry
- A very strong networker and relationship builder
- Fluency in English both oral and written is essential, as well as proficiency in French
- A strong intellect
- A structured approach, able to react, plan and intervene to solve specific issues at high speed
- A strategic mind-set that allows for forward planning and alignment with wider interests
- A superb presenter, communicator and influencer
- A self-starter, a natural sharer yet able to determine one's own priorities and work remotely
- A team player highly motivated to engage with all relevant stakeholders and be able to efficiently work with a wide group of internal interests and resources, to ensure that the public policy priorities are effectively implemented in the region
