Director for Commissioning: Economic Growth

Over the last three years we have delivered over £300m of savings whilst working hard to improve services to our customers. We are now embarking upon our second phase of transformation which will see us complete our journey to becoming a commissioning-led, outcomes based organisation whilst delivering a 3 year programme of cross-cutting, innovative projects.

We are currently looking to recruit for a Director for Commissioning: Economic Growth who can lead the development and execution of the ECC strategy, focusing on integrated outcome based commissioning to secure economic growth. The Director will lead the planning and commissioning of outcomes that are strategic in nature, requiring a forward look over a number of years and decades and balancing competing demands to achieve Council goals.

The Director for Commissioning: Economic Growth is a key, senior leadership role spanning commissioning for broadly defined strategic objectives and outcomes relating to all economic priorities, with a high degree of autonomy in setting objectives and taking action to deliver. The director will also be responsible for working across people and place commissioning, where outcomes in respect of economic growth are shared across commissioning teams.

The Director for commissioning will be expected to promote and advocate for Essex at regional, national and international levels. As such, they will be expected to hold senior relationships with District, Borough and City Councils across Essex, Southend and Thurrock unitary councils, our SELEP partners, Central Government, International Governments and Businesses to secure collaborative commissioning approaches to economic outcomes in Essex.

CORE DIRECTOR ACCOUNTABILITIES

- Contribute strategically at an organisational-wide level through being a member of the Senior Leadership Team.
- Provide visionary, value-based leadership to employees to create a strong performance culture and ensure the delivery of excellent services which become a bench mark for other authorities
- Be an ambassador for ECC and role model the council's required leadership behaviours and values to employees, members, partnerships, and stakeholders.
- Be responsible for the core accountabilities of your Director function for:
- Strategic leadership and people management.
- Financial management.
- Change, planning, H demonstrating value for money.

KNOWLEDGE SKILLS AND EXPERIENCE:

- Experience of leading the development of strategy and successful production of strategic and corporate plans within a complex area.
- An understanding of the challenges of achieving outcomes through an outcome commissioning led approach within a complex partnership environment against a backdrop of reducing funding envelopes
- Significant experience of leading and managing large scale change programmes in a complex commissioning outcomes environment.
- Evidence of continuing professional and managerial development including, preferably, a management qualification
