Description of Tasks

Monitoring of the current system and proactive identification of ABAC-specific application and stability issues, specifically for databases, including databases in support of SAP ERP.

Comprehensive analysis (application and functional code, Application Server, databases, interfaces) of performance for better use of current resources, application configuration and tuning actions, requiring an excellent knowledge of ABAC system specificities.

Installation and validation of new releases and releases requiring a perfect organization in order to apply many complex scripts in a predefined order, detecting any errors to make a first analysis in order to resolve them or transfer them to the development teams.

Applications of fixed, technical and functional maintenance, recommendations of performances.

Follow-up and administration, second-level support for everything related to application-related application elements linked to the database.

In particular, support of second level databases for the ABAC Data Warehouse with particular attention to the performance and consumption of system resources, support to developers in terms of tuning SQL queries, tools used, etc.

Proactive contacts with developers and with key users to define better use of the system.

Provide second-level application support, especially for databases, but also in a global view, which may involve other technologies.

Complex procedures for refreshing test databases from the production database, taking into account the application complex of the moment.

Monitoring of Oracle RAC technology - monitoring, resolution of incidents, impacts on DG BUDGET's application procedures.

Documentation followed by all the previous aspects and transfer of knowledge.

Work Environment/Conditions

All document deliverables for each task must be produced in an electronic format, readable through MS Office applications. All documentation must be written in English (or French if the technical context permits). Meetings and communications are given in English or French.

Security Constraints: Confidential data as defined in COMMISSION DECISION (EU, Euratom) 2015/444 may be accessed exclusively with the permission of the BUDG IT security officer (LISO).

Teamwork is one of the most important prerogatives for the tasks to be performed, namely that none of them is the sole property/responsibility of the appointee. In this sense, all the procedures used must be duly documented and carried out in good collaboration in order to guarantee the operational continuity of the systems.

In this sense, the service provider will be asked to extend his/her competences outside the purely technical nature of the tasks in question in order to enter into technical and where appropriate, other technical subjects, for reasons of quality and/or quality. Continuity of service support

Other Precisions

The service provider will also have to support (maintain, monitor and optimize) database aspects of the datawarehouse context including its current features (dataguard, streams, ...). A good knowledge of specific functional structures (star schema type) is a plus as well as an experience in Business Objects reporting.

Application Context: Linux, Oracle 11g RAC, Oracle Weblogic Application Server (10.3, 12g), Oracle APEX, Java, BMC Patrol, SAP R3 ERP ...

Any knowledge and experience of tool administration, including monitoring, in an SAP context is an asset.

Any certification (Oracle, ...) will be particularly appreciated, as well as knowledge of Oracle APEX, Oracle Connection Manager, Oracle Enterprise Manager.

Ability to collaborate and communicate in a multi-cultural environment within the team and between teams. Close collaboration should be maintained with functional units to fully understand their needs and constraints and work with them and other technical and functional experts to provide appropriate solutions and responses.

Ability to take advantage of all available resources (documentation, colleagues, ...), in order to quickly find solutions to complex problems.

Given ABAC's criticality for DG activities, and in order to provide the best service in relation to context and functional constraints, it is essential to have a good understanding of the functional activities of the DG (ie calendars, Critical, deliverable "business", global functional context, ...), or to be able to acquire this understanding quickly.

Experience in using Oracle, including SAP RAC, is an asset.
