Main Duties & Responsibilities

1.Health and Safety:
To advise on and apply health and safety procedures and to contribute to improving them. To fulfil the role of CDM Co-ordinator (CDM-C) as defined in the Construction (Design and Management) Regulations 2007 as amended (CDM Regs) and to perform the duties of the CDM-C in accordance with the CDM Regs and Approved Code of Practice L144. To ensure that the Council's responsibilities and duties with respect to the management of asbestos and management of Legionella are fulfilled, including maintaining records in accordance with statutory requirements and accepted good practice. To advise the Council on the fulfilment of its responsibilities and duties in relation to construction health and safety on its own projects and those of contractors and third parties authorised to work on Council property. To seek to enhance the health and safety performance of the Council's buildings and infrastructure.

2.Building and Infrastructure Maintenance:
To undertake condition surveys on Council properties (commercial, industrial, residential, leisure, recreational, etc.) including mechanical and electrical services, produce reports and input data into the Council's computerised asset management system. To identify defects and works that need to be rectified attaching priorities, estimating costs and programming works. To undertake surveys of property to identify sources of dangerous materials/diseases especially Legionella and asbestos) and ensure that the Council is fulfilling its responsibilities and duties in that respect. To assist in environmental and energy management within Council property. To act in a professional capacity as Clerk of Works to ensure that works being carried out are in accordance with drawing, specifications, statutory requirements, standards, codes of practice and Building Regulations. Manage contractors and third parties working for the Council or on Council property in accordance.

Desirable Person Specification
1.Knowledge of the principles of building and infrastructure construction, maintenance and planning, including cost estimating and control.
2.Competence (knowledge, qualification/training, experience, attitude and behaviour) in the role of CDM-C and compliance with CDM Regs and Approved Code of Practice.
3.Competence in management of asbestos and management of Legionella.
