ROLE - Conduct Risk Assessment

DURATION - 4 months

LOCATION - London

JOB SUMMARY

Conduct Risk is the risk that detriment is caused to our customers, clients or counterparties because of inappropriate judgement in the execution of business activities.

OVERALL JOB PURPOSE

The Programme will build the framework for the management of conduct risk across the business. This is a major programme and a key focus of our regulators, not least the FCA. External advisers have been appointed to help us deliver the programme.

The Programme has four workstreams:

- FRAMEWORK: Design and embedding of the Principal Conduct Risk Framework and Risk Register across the Business Units and in accordance with the Group Principal Risks Policy, including gap analysis and development of remediation plans where applicable. 
- MANAGEMENT INFORMATION:  assessing how best to feed Conduct Risk into strategic decision-making including the development of outcomes based metrics and management information to support management decisions and the design and implementation of the on-going monitoring of Conduct Risk.
- CONDUCT RISK ASSESSMENTS: developing and embedding the methodology to assess (and the assessment of) the current state of controls within each business to capture what we do well and identify where we must improve.
- COMMUNICATIONS: development of the overall communications strategy including developing a set of Group approved key messages, developing the framework to deliver the key messages and supporting the businesses to rollout communications to all their colleagues.

In addition to the workstreams there will be a number of Business Unit Engagement Leads within the Group Conduct Risk Programme to support the business in their rollout and embedding of Conduct Risk into their businesses in accordance with the Group Programme Requirements and within the Group Conduct Risk Framework.

These roles relate to the Business Engagement Lead and will be accountable for ensuring the Business Units embed Conduct Risk.  They will need to draw on the Workstreams which are cross functional for the technical inputs, methods and requirements. 

KEY ACCOUNTABILITIES

- The role will  initially last for approximately 6 months, with potential for extension depending on programme demand, with the following responsibilities:
- Engage with the Conduct Risk Accountable Executives and key stakeholders in the Business Units.
- Work with the Business Units and Functions to develop 2013 implementation plans and mobilise their programmes for Conduct Risk.
- Support the Business Units and Functions to deliver against their 2013 plans, focusing on the Conduct Risk Framework impact assessment, MI and Reporting and Material Risk Assessment design, by drawing on resources from the Central Programme to provide guidance and ensure that the Business Units adhere to the requirements of the Central Programme.
- Support the Business Units and Functions to provide regular status reports to the Programme Director on the progress of delivery by the Business Units.
- Support the Business Units and Functions to identify and manage delivery risks which can be mitigated by the Central Programme.
- Provide advice and guidance to the business on the Group Conduct Risk Framework and approach.
- Where appropriate support the business in communicating Conduct Risk and the Conduct Risk Programme to their stakeholder audiences.

PERSON SPECIFICATION

- Advance skills in Microsoft office applications (including Visio)
- Good oral and written communications skills

ESSENTIAL

- Strong knowledge of Risk Management and Controls, including techniques and concepts
- Excellent Project Management Skills and experience.
- Strong planning and organisational skills
- Excellent stakeholder management skills, particularly able to confidently manage relationships at Senior and Executive levels.
- Strong knowledge of relevant business customers, products and markets and central functions.
- Understanding of relevant business key controls relating to customers/conduct risk - for example key conduct risk forums
- Understanding of relevant governance forums
- Strong internal network to facilitate and assist with deliverables and outputs and strong team working and inter-personal skills
- Knowledge of the regulatory environment and developments in particular an understanding of the FCA's approach and objectives
- Flexibility to work in a diverse team environment with the support of third parties and where priorities may change at short notice.
- Control function experience - for example in Risk, Compliance, Finance.
- Understanding of business strategies for Group, Group Risk and associated, evolving, regulatory compliance issues
- Understanding of frameworks and processes for good governance, operational risk and compliance.
- Comprehensive understanding of governance and control frameworks

TECHNICAL SKILLS/COMPETENCIES

Able to demonstrate:

- Excellent communication skills, both written and oral to clearly and concisely articulate key messages concerning Conduct Risk within the work stream and across the business.
- Ability to critically analyse management information, policies & procedures to identify and use judgement around relevant conduct risk indicators
- Excellent relationship building, negotiation & influencing skills and flexibility to work under pressure in a team environment with a 3rd party where priorities may change at short notice
- Excellent leadership skills
- Good analytical and quantitative skills - ability to investigate specific conduct related issues, make decisions and develop remedial activities that provide outcomes combined with a practical approach
- Good time management, prioritisation skills
