Commercial Officer

I am looking to hire a COMMERCIAL OFFICER for one of my Public Sector Client.

ROLES AND RESPONSIBILITIES:

Develop, procure, manage and deliver flying training capability to the RAF, Navy and Army.

Deliver the military flying training capability to the Armed Forces.

This role is to provide the commercial lead which will deliver the new platform for delivering military flying training when existing platforms go out of service.

- Providing commercial input into the procurement strategy
- Developing the commercial strategy
- Providing commercial input into the Initial Gate Business Case and supporting documentation
- Ensuring market engagement is carried out effectively and equitably
- Running of non-competitive procurements to deliver external support to the project including developing the ITT, managing the tendering process, leading negotiations and drafting of the final contract
- Running of competitive procurements to deliver external support to the Hawk aircraft including developing the contract notice, PQQ and ITT, managing the tendering process including supplier selection and tender evaluation and drafting of the final contract
- Contract management of existing contracts including maintaining an audit trail, enforcing the contract and delivering required amendments

ESSENTIAL AND DESIRABLE:

- MOD commercial experience
- Experience of public sector procurement - EU procurement Regulations
- Experience running competitive procurement processes
- Experience of single source procurement - pricing, negotiation
- Contract Management experience
- Experience of pre-competition market engagement and analysis
