Commercial Manager

I am looking to hire a Commercial Manager for one of my public sector client.

SKILLS AND EXPERIENCE REQUIRED
- Tendering and Placing contracts in accordance with Public Procurement Regulations
- Knowledge of EU Directives/Procurement Law.
- Experience in translating technical requirements in taut contract documenation
- Drafting and preparing innovative ITTs for complex requirements (skills & experience)
- Stakeholder engagement and management at all levels within an organisation (skills & experience
- Good communication and presentation skills & experience
- MS Office knowledge and experience
- Knowledge of Finance/Procurement systems - ideally the Oracle Peoplesoft application

FORMAL QUALIFICATIONS REQUIRED
Ideally CIPS qualified

1. Track record in delivering complex procurements in a defence industry
2. Experience of Defence Contracting
3. Experience of Government Contracting
4. Experience of Stakeholder management
5. Experience of Finance/Procurement systems such as Oracle People Soft

MAIN DUTIES AND RESPONSIBILITIES
Provide commercial support in the procurement planning and implementation of complex requirements and contracts in line with Client Commercial processes and requirements.

Contracts will be constructed around the principals of:
Establishing a sound understanding of the market
Time to market
Maximising vaue for money
Minimising fee on fee
Transparencyof the onward supply chain
Contract management principles Embedded into the contract
Appropriate risk management - both Commercial and Technical

The contractor will have experience and good understanding of client Procurement and of EU compliant procurement routes and tools as appropriate.
The contractor will also provide direct commercial support and advice as appropriate to customers within client Depts and Functions. Knoweldge and expereince of research contracting would be an advanrtage as client depts focus in this area.
As a part of the role there will also be an element of Contract Management where required
