CONTRACT IS AN IMMEDIATE START AND THE CONTRACT WILL RUN TO THE END OF MARCH 2014

COMMERCIAL LEAD REQUIRED TO WORK ON A KEY PROGRAMME OF WORK TO DELIVER A REDUCTION IN ICT OPERATING COSTS THROUGH THE DESIGN AND IMPLEMENTATION OF A NEW ICT OPERATING MODEL WHICH WILL BE ENABLED BY A TRANSFORMED ICT SUPPLIER MODEL AND ANY NECESSARY TECHNOLOGY TRANSFORMATION.

MAIN DUTIES/RESPONSIBILITIES

* You will be required to lead the Procurement workstream within the Programme ensuring the earliest possible delivery of strategic objectives.
* Consulting/advising/influencing senior stakeholders
* Leading the competition programme as Senior Negotiator for the award and mobilisation of contracts
* Development and implementation of a market engagement programme
* Identify opportunities for best practise collaborative purchasing.
* Leading the design and development of appropriate commercial models
* Working with the Senior Procurement Manager, in the transition of contracts, and development, motivation and management of staff to ensure the timely delivery of all programme milestones and objectives;
* Ensuring and evidencing compliance with all statutory/procurement policy requirements to relevant governance, audit and quality assurance standards
* Contributing to ICT Procurement performance reporting (savings; cost pressures; compliance KPIs; staff reporting; budget forecasting)
* Responding to external requests such as parliamentary questions

ESSENTIAL SKILLS/EXPERIENCE REQUIRED

You must be able to demonstrate a proven track-record of success as a senior procurement category management professional in a large corporate procurement environment, delivering strategic objectives through high value, complex procurement programmes.

Specifically, the post holder will have evidenced recent (within the last two years) experience of:

* Development and delivery of cutting edge procurement strategies for major goods/services demonstrating best industry practice and agile procurement methods
* Critically analysing and reengineering supply chains, attendant commercial models and spend to reduce cost and negative environmental impacts whilst increasing performance and value
* Award and mobilisation of contracts at a consistently lower cost compared to previous actual spend
* Leading large cross functional teams comprising policy leads, technical experts, budget and operational managers, and user representatives through complex competitive processes
* De-briefing unsuccessful suppliers, avoiding legal challenge and attendant disruption to mobilisation, demonstrating the integrity and enhancing the reputation of the purchasing organisation for delivering fair and transparent procurement programmes
* Developing and maintaining strategic stakeholder and supplier relationship models that stimulate market development, incentivise continuous improvement and deliver year on year cash efficiencies.
* Managing and motivating Procurement specialists.
