We are currently recruiting for a CIVIL ENGINEER to join a client based IN LONDON on a 6 MONTH INITIAL CONTRACT.

DAILY RATE: £400 - £500
DURATION: 6 month initial contract with potential to extend
START: ASAP
LOCATION: London
MINIMUM CLEARANCE LEVEL: Must be eligible for Disclosure Scotland Clearance

ESSENTIAL SKILLS AND EXPERIENCE

- The candidate should be an experienced civil engineer with a minimum of 5 years application of infrastructure engineering in civil engineering, preferably within a railway environment.
- The candidate should have extensive knowledge of structures, earthworks, and operational property and be expert in at least two of these asset groups with knowledge of inspection, monitoring, assessment, maintenance and renewals, and practical experience of intervention works;
- A good knowledge of UK railway systems essential.
- A Chartered Engineer (Highly Desirable)
- Member of an appropriate professional body.
- A Chartered Engineer is preferred for this post but other professional qualifications will be considered.
- Some knowledge of overseas railway systems an advantage.
- Significant and relevant experience in a similar role - preferably within a fast paced dynamic environment
- This post requires sound management skills as well as excellent technical abilities and the ability to work independently within key parameters.
- The candidate should be an experienced civil engineer with a minimum of 5 years application of infrastructure engineering in civil engineering, preferably within a railway environment.
- Practical experience of the planning, design, construction, and maintenance of railway infrastructure is an advantage.
- The candidate should have extensive knowledge of structures, earthworks, and operational property and be expert in at least two of these asset groups with knowledge of inspection, monitoring, assessment, maintenance and renewals, and practical experience of intervention works
- The candidate should have working knowledge of cost estimating, contracts and procurement
- The candidate should be a good team player, ideally with experience of dealing with colleagues with different skills and different professional background.
- The candidate should be confident and capable of representing ORR, of providing authoritative advice to senior managers within the rail industry, and able to explain complex technical matters to non-technical colleagues at all levels (both within ORR and externally)
- A good knowledge of UK railway systems essential.
- The candidate should hold a good engineering degree
- It is an essential requirement for the applicant to hold, or to have the aptitude to hold, Personal Track Safety (PTS) competence. Applicant's should note that this will require passing a medical fitness examination.

KEY TASKS AND DELIVERABLES

Your key responsibilities, although not exhaustive, will be to:

- With other team members play a key role in the assessment of the 2015 interim civils determination for Control Period 5 and holding Network Rail to account for the delivery of existing and future delivery plans.
- With other team members assess and evaluate Network Rail's asset management policies and the effectiveness of their application to the network in respect of civil engineering assets including track, structures, earthworks and operational property.
- Hold operators to account for the delivery of maintenance and renewal activities at stations where these are included in franchise obligations.
- Monitor activity levels for civil engineering maintenance and renewal expenditure and volume delivery.
- Monitor infrastructure condition and challenge Network Rail on any failure to meet regulatory outputs. This will include regular liaison meetings with Network Rail's Professional Heads and other senior staff both at corporate and route level.
- Provide specialist technical input to the Railway Safety Directorate activities including joint site inspections, investigations and enquiries. Occasionally this may include taking the formal role of Expert Witness.
- Provide specialist technical input to Rail Markets and Economic Directorate activities including access charges and efficiency considerations.
- Contribute to the review, development and application of relevant European and national technical standards.
- Contribute to ORR's validation of continuing compliance with applicable TSIs to enable authorisation of interoperable sub-systems.
- Review RAIB findings and recommendations, ensuring duty holders take effective action to achieve timely closure of recommendations.
- Provide technical expert input to answering public and ministerial enquiries about the railway infrastructure and Freedom of Information Act requests.
