Business Systems Analyst

BUSINESS SYSTEMS ANALYST ---PORTLAND, OR

Job Summary -
This 12 month contract opportunity is for a Business Systems Analyst role for a major health care provider. The individual in this role will provide technical support to maintain business systems and coordination of User Acceptance Testing (UAT), ensuring that the business needs are met. Develop straightforward business systems according to specifications. Provides oversight and direction to workgroup/team. In collaboration with the business clients, maintain applications to meet business requirements.

Additional responsibilities include the following:

Design and execute analytic approaches. Interpret and synthesize findings into actionable recommendations
Define and frame projects and develop the goals, direction, methodology and work plan.
Manage and mentor less-experienced analysts with design and development of analytic approaches
Analyses, reports and consultation highlight opportunities and promoting best practices.
Ensure integration with other business applications, and consistency with established standards.
Work collaboratively with operations and IT staff to implement improvements necessary to meet business needs and user requirements.
Apply business area and system knowledge to research and remediate problems.
Develop and maintain documentation including but not limited to business specifications, process flows and desk procedures.
Coordinate/conduct user acceptance testing, to ensure application meets business requirements and supports efficient workflow.
Develop user documentation and related materials. Assist with user support and training as needed.
Participate in periodic review to identify application improvements needed to support evolving business needs.
Serve as a department lead coordinating work flow and delegation of functions in order to get work completed.
Provide consultation and serve as a subject matter expert.

Budget Responsibility:
Responsible for developing and managing within project budget, where applicable.

Other Financial Impact:
System/application development enables users to directly access needed information, supporting staff, and managers in doing their work and improving their performance.

Freedom to Act:
Works independently in system maintenance, consulting with the Manager as needed. In application/system development, follows specifications developed by more senior technical staff.

Major Challenges:
Understanding interactions between business processes and systems, and helping the business to make modifications to existing processes and develop new processes

Translator between business and IT, ensuring that business needs are met in a timely manner.

Human Relations Skills:
Able to work collaboratively with business and IT to develop/maintain systems and solve system problems.

Minimum Required Knowledge, Skills and Abilities (including equipment operation):
BS/BA degree in a quantitative or technical discipline, or equivalent knowledge and experience.
Familiarity with relevant service delivery/insurance/finance business units.
Proven team skills including the following attributes:
efficient, collaborative, candid, open, and results-oriented.
Business Systems Analyst Level 1 & 2 skills
Process flow and desk procedure development and documentation.
Development of business specification documentation.
Proficiency in the use of current software and exposure to Microsoft Office including Visio.
Proven ability to conduct, interpret and communicate quantitative/qualitative analysis.
Ability to support formal training programs for system users.
Strong interpersonal and communication skills (1:1, peer, multi-disciplinary group, presentations, written).

Minimum Required Experience:
4 + years of relevant analytical/business system support experience.
1 year experience with current software, listed above.
