Business Analyst

We are seeking a Business Analyst that will be a part of an Analytics team that has been tasked with scoping, developing, modelling, implementing, and delivering robust data analytics on federal payment data to identify and prevent potential fraudulent and improper payments.

Responsibilities:
- Engage and facilitate discussions with Agencies and internal stakeholders to identify business rules for use in assessing payments data for improper payments
- Develop a comprehensive awareness and understanding of analytical capabilities and its benefit to various Agencies
- Critically evaluate information gathered from multiple sources, reconcile conflicts, and organize information at the appropriate level (ie decompose high-level information into details and abstract up from low-level information) for the various project stakeholders
- Develop effective working relationships with Agencies and other project stakeholders through understanding of their businesses and identification of areas of opportunity
- Assist in the validation and quality assurance of various analytical results against the underlying business rules and needs to ensure completeness and correctness
- Present findings and recommendations related to the analysis and identification of improper payments
- Perform analysis of moderate and large size data sets using spreadsheets
- Extract and integrate data from multiple sources in multiple formats (eg, database, spreadsheets, text files) for performing analysis and reporting
- Determine formats, structure, and categories of data to be used or extracted during analysis, and relationships between data elements that will produce information that will help identify improper payments

Qualifications: - Bachelor's degree in Business, Finance, Economics, Computer Science or equivalent experience required
- 3+ years of experience in related field
- Excellent analytical and problem solving skills with attention to detail and data accuracy
- Strong product management skills required, including a thorough understanding of how to interpret customer business needs and translate them into analytical and operational requirements
- Strong interpersonal, communication (verbal and written), relationship management, and customer service skills with a focus on working effectively in a team environment
- Proficiency in automated database, spreadsheet, and analysis tool
- Ability to use MS Office Suite (Word, Excel, PowerPoint, Access, Visio)
- Strong organizational, time management and follow up skills
- Ability to work cross-functionally to solve complex problems and improve quality and service
- Ability to present and convey results of analyses to various audiences
- Ability to manage multiple projects and work processes in a timely fashion
- Ability to maintain confidentiality and appropriately handle sensitive information
- Ability to perform involved and independent research and analysis
- Ability to complete analysis using statistical applications and database programs is a plus
- Knowledge of database programming such as SQL and experience with analytical and statistical software packages such as SAS, R, Stata, Matlab, Eviews, or S-plus is desired
