Bilingual Proposal Manager

Position Overview/Purpose
Leads and/or plays an active role in executing quality proposal delivery for proposals in excess of $1M in partnership with BD and Capture professionals and SMEs. Quality equates to proposals that meet or exceed guidelines for providing a clear, persuasive, and compelling proposal to the end customer.

MUST SPEAK AND WRITE ENGLISH AND FRENCH FLUENTLY.

Need someone who's capable of leading a team through the proposal development process, writing/editing, desktop publishing, etc.

Major Job Activities

- Co-leads proposal kick-off calls, status calls, and colored reviews.
- Reviews proposal specifications to identify unique requirements, prepares for meetings, maintains notes, and communicates roles/responsibilities.
- Develops and publishes proposal schedules and compliance matrices.
- Translates documents from French to English and from English to French.
- Desktop publishes proposals and manages production, adhering to formatting and layout principles.
- Proofreads proposals to weed out errors and risks and ensures organization is represented professionally.
- Archives proposals according to established processes.
- Solicits and reviews feedback from internal and external customers.
- Captures key data needed to track effectiveness.
- Tracks proposal compliance and escalates non-compliance and evaluates concerns.
- Ensures on-time delivery/submission.
- Participates in, and may lead, Executive Summary development and/or storyboarding.
- Ensures proposal quality by reviewing proposal from front to back cover.
- Manages proposal documents, file sharing, and version control.
- Obtains sign-offs and authorized signatories.
- Provides general content/KM support, as required.
- Evaluates and refines process documentation to ensure training and reference materials are well-structured, accurate, and intelligible.

Strong knowledge of proofreading symbols and proposal management best practices, as well as internal support levels for different types of proposals (value, market, solution).

Good writing and editing skills, as well as proofreading skills. Excellent interpersonal skills. Extensive experience coordinating groups both in person and remotely. Skilled at independently managing projects in excess of $1M. Active listening, critical thinking, analytical, problem solving, & time management skills. Skilled at building rapports with team members in high-stress environments. Skilled at motivating others to complete tasks. Skilled in handling internal communications related to proposals. Skilled at assimilating information from a variety of sources. Excellent MS Word & PowerPoint skills.

Must be able to schedule activities and direct activities of proposal contributors. Able to question customers' requirements and practices. Proven ability to develop proposal outlines. Ability to chair kick-off meetings. Able to document & communicate proposal risks. Ability to collaborate and influence others. Able to concurrently manage multiple projects with tight deadlines in high stress environment. Must be able to collate, organize, and assemble proposal material that weigh up to 50 lbs.
- Education Required/Preferred

Bachelor's degree plus 4 years of relevant experience OR 10-12 years relevant work experience required. Writing specialization highly recommended. Professional accreditation preferred. Proposal Management, Project Management, and DSS training &/or experience required.
