AUDITOR/ERP/CISA/IPSAS/BRUSSELS

Skills, knowledge, experience required:

*A minimum of four years' experience as an internal/external auditor.
*Solid knowledge of auditing practice including use of sampling techniques and statistical methods and audit of controls in automated information systems.
*Additional specific knowledge/experience might be required based on the specific requirement of the purchaser.
*If and when required by the task to be performed, the selected consultant needs a detailed knowledge of IPSAS. Internal controls must be tested and determined to be reliable. This task, in an ERP environment, requires specialized knowledge and a developed methodology to be able to assess the possible risks and to identify manual and automated controls.
*It is desirable that the Consultant be thoroughly acquainted with work in an international military environment, preferably the NATO environment. It is desirable that the Consultant also be knowledgeable in procurement of CIS services and equipment.
*Working level knowledge with MS Office tools (Project, Word, Excel and Powerpoint).
*Excellent level of English, both written and spoken, with a minimum level
*Proven ability to communicate effectively orally and in writing, including good briefing skills, and to coordinate with different international stakeholders.
*Candidates shall possess the personal qualities of tact, judgment and adaptability as well as good political awareness and motivational and listening skills. In addition, a sense of diplomacy and propriety in order to work harmoniously with colleagues and other staff, both civilian and military, from NATO and the NATO nations, as well as with staff from private scientific/industrial organizations is needed.

*Master's degree in Computer Science, Information Systems or equivalent.
*Experience working within an audit department is required.
*4+ years of relevant IT audit/technology experience required.
*Advanced knowledge of Programme and Project Management is required.
*Oracle experience is required.
*CISA, Prince2 and MSP or equivalent are a must other certifications are a plus.
*Experience of working in Public Sector is a plus.
2.Duties/role
*Develop the scope for operational, information technologies, financial and security audit missions and select/develop appropriate audit steps necessary to promote effective audit coverage for the Head of Internal Audit approval;
*Design or Assist in the design of audit program routine using appropriate software to analyse computer systems databases and perform data mining and analysis to assess the effectiveness and efficiency of automated controls;
*Analyse operational and management processes and system controls' effectiveness and efficiency in view to improve them and propose value-added recommendations;
*Provide assurance that operations and processes conform to current Agency policies and procedures;
*Identify control and processes weakness, document main control points and provide evidential support for report recommendations;
*Prepare recommendations for management, considering materiality, pertinence and document evidence;
*Maintain respectful and effective communications and relationship with management and staff of areas under review;
*Prepare draft audit reports;
*Performs other duties as may be required.
